New law on the right to preferential travel
New law "On granting the right to preferential travel on public transport to certain categories of citizens" has been in effect in the republic since January 1, 2025. It recorded all current benefits for travel on public transport on urban, suburban and intercity routes for children, schoolchildren and students under 23 years of age. The new law was developed by deputies of the parliamentary Committee on Social Policy and Healthcare.
Benefits for travel on public transport for children, schoolchildren and students were recorded in the resolution of the Government of the Pridnestrovian Moldavian Republic and in the law on the republican budget for 2024 previously.
The state stimulates adoption
It is now possible to receive a one-time benefit in the amount of 242 minimum wages when adopting a child under 18 years of age. This benefit was paid previously only in the case of adoption of a child under 14 years of age. The amendments to the law were developed in the Government and supported in the Supreme Council.
Another proposal of the executive body of state power concerns an increase in the amount of a one-time benefit for the adoption of a disabled child, a child over 7 years old and children who are brothers and sisters. The amount of such a payment is 2500 (about 26 thousand rubles). New provisions in the law "On state benefits for citizens with children" came into force on January 1, 2025.
"Large family" status
Citizens of the Pridnestrovian Moldavian Republic with registration at the place of residence for at least 1 year can now also obtain the status of "large family". Only citizens of the PMR with a residence permit or registration at the place of residence on the territory of the republic, as well as foreign citizens and stateless persons with a residence permit in the PMR had this opportunity previously. Changes to the law "On state support for large families" were developed by deputies of the Committee on Legislation, Protection of Rights and Freedoms of Citizens Galina Antyufeeva, Grigory Dyachenko and Oleg Petrik. The new measures came into effect on the 1st of January.
Termination of employment
The fact of termination of employment can be established in court in a special proceeding since October 2024. The corresponding additions were made to the Civil Procedure Code of the PMR. The legislative initiative was developed by deputies of the parliamentary Committee on Social Policy, Healthcare, Labor, Family and Childhood.
Changes were made to the PMR Labor Code. It recorded the right of the Ministry of Social Protection and Labor to regulate the procedure for maintaining work books in the event that employment is terminated by court order.
Housing for young families
The Supreme Council increased the age of recipients of state subsidies for the purchase of housing to 40 years. Only public sector employees under the age of 36 could apply previously. Changes to the laws "On state support for young families in the acquisition of housing" and "On state youth policy" were made on the initiative of deputies Oleg Bayev and Sergei Pisarenko. The initiative was created based on numerous appeals to the President of the PMR, the Government and deputies, according to the authors.
Increasing the age will allow more people to apply for a state subsidy, which in turn can prevent a massive outflow of young working-age people from the republic, according to the authors of the changes.
Allowance for doctors for the category
The Supreme Council supported the Government's initiative to maintain the allowance for the category for doctors in the event of a transfer to another specialty in the healthcare system.
If a health worker is appointed to a managerial position or a deputy position, then the allowance for the category is retained for 3 years. If a health worker transfers to another position of a specialist in the field of healthcare, then the payment will be accrued until the end of the validity period of the existing qualification category.
The adopted amendments to the law "On the salaries of public sector employees, monetary allowance of military personnel and persons equal to them in terms of payment of monetary allowance, monetary maintenance of state civil servants" entered into force at the end of December 2024.
New state program in the field of healthcare
The Supreme Council approved a new state target program for the prevention and treatment of HIV infection, viral hepatitis B and C, and sexually transmitted infections. The new program is designed for 4 years, until 2028.
The implementation of the four-year program requires 118.5 million rubles, almost 80 of which are from the republic's budget. The issue of financing the program this year will still be discussed when considering the remaining of last year's budget.
