The control mechanism for film distribution, preservation of payments for categories when changing positions or places of work and the new powers of the Ministry of Education are the results of the work of the Committee on Education, Public Associations and the Media in the autumn session.
Film distribution control mechanism
A mechanism for controlling film distribution has appeared in the republic. Distributors will show foreign films in Pridnestrovie only with special permission. Such permission can be obtained from the State Service for Culture and Historical Heritage after passing an examination to determine the film’s compliance with the current legislation of the Pridnestrovian Moldavian Republic. Permission to display will be issued without an examination for films that have distribution certificates of the Russian Federation.
Administrative liability is provided in the form of a fine for renting a film without special permission. The fine for individuals is from 100 to 350 minimum wages (from 1840 to 6440 rubles) and from 200 to 500 minimum wages (from 3680 to 9200 rubles) for legal entities.
The fine will be higher for a repeated violation: for individuals - from 350 to 450 minimum wages (from 6400 to 8280 rubles), for legal entities - from 500 to 800 minimum wages (from 9200 to 14720 rubles) or suspension of activities for up to 90 days.
The initiators of amendments and additions to the law “On Cinematography” and the Code of Administrative Offenses of the Pridnestrovian Moldavian Republic were deputies of the Parliamentary Committee on Education, Public Associations and Media Igor Buga, Andrey Safonov and Pavel Shinkaryuk.
Maintain payment for category
Teachers who change their position or place of work will continue to receive payment for their qualification category. The salary increase will remain for 5 years until the next confirmation of the category.
For example, if a kindergarten teacher is given a bonus for his qualification category, then when he is appointed to the position of head, this payment will remain. The bonus established for a primary school teacher who transferred to work as a teacher in a kindergarten will remain. In addition, the legislation will now stipulate that the bonus for the qualification category, which is assigned to a pedagogical worker in the position of “teacher” in a subject area will be paid when working as a teacher in the same subject area, and vice versa.
Amendments have been made to the law “On Education” and to the law “On wages of public sector employees, monetary allowances for military personnel and persons equal to them under the terms of payment of monetary allowances, and monetary allowances for state civil servants”. The new measures will come into force on January 1.
Extension of state support measures for kindergarten pupils, schoolchildren and students
The basic law “On Education” was supplemented with a measure of state support, which was previously enshrined in anti-crisis legislation. We are talking about helping kindergarteners, schoolchildren and students who have benefits in paying for food. If an educational organization is forced to conduct training in a distance format (under special legal regimes or quarantine restrictions), these categories of citizens will be provided with food packages or monetary compensation in the amount of the cost of the products. The procedure for providing food packages or paying monetary compensation is established by a regulatory legal act of the Government.
Similar measures of state support appeared in Pridnestrovie during the period of COVID restrictions and were recorded in the law “On measures of state support in connection with the introduction of a state of emergency and (or) restrictive measures (quarantine) aimed at preventing the spread of coronavirus infection caused by a new type of virus COVID-19 , in 2020-2022".
The need for the continuation of such state support measures remained after the lifting of COVID restrictions in the republic. Therefore they were enshrined in the law “On measures of state support for economic entities of the Pridnestrovian Moldavian Republic in connection with the negative consequences of external factors” at the end of 2022. However, this law, and accordingly these support measures, was supposed to end on December 31, 2023. These measures of state support are enshrined on a permanent basis in the basic law “On Education”.
Current and intermediate certification in schools and technical schools
The Ministry of Education of the Pridnestrovian Moldavian Republic was given the right to determine the procedure, form and timing of current and intermediate certification in schools and technical schools. The initiators of amendments to the law “On Education” were deputies of the relevant parliamentary committee. The new norms consolidated the powers of the Ministry of Education to develop a normative document that will regulate the process of conducting transfer exams and issuing grades for quarters and for the current year.
“Electronic journal” was fixed in the basic law
A new concept has appeared in the Law “On Education” – an information system for recording academic progress. We are talking about the operation of the automated information system “Electronic Journal”. The relevant law consolidated the powers of the Ministry of Education in determining the procedure for using electronic journal and the list of educational organizations that use this information system for recording academic progress.
