The PMR Prosecutor's Office summed up the results of work for 2021. The Prosecutor of the Pridnestrovian Moldavian Republic Anatoly Guretsky at the beginning of his report focused in detail on the observance of the law "On Citizens' Appeals". According to the Prosecutor of the Pridnestrovian Moldavian Republic, 476 cases (in 2020 - 306) of violations of the law "On Citizens' Appeals" by state authorities were identified in 2021. Most of all complaints were addressed to the Ministry of Health, the Ministry of Finance, as well as the State Service for Environmental Control and Environmental Protection. The President of the Pridnestrovian Moldavian Republic Vadim Krasnoselsky spoke about the fact that the ministries and departments are obliged to respond to the appeals and statements of Pridnestrovians within the prescribed period and make decisions on them in the Address to the state administration bodies. The President instructed the PMR Prosecutor's Office to check the work of officials in this direction within a year.
Anatoly Guretsky outlined violations in the provision of housing for orphans, which were committed by the state administrations of cities and regions.
Taking into consideration the importance of implementing the social program, the Prosecutor's Office will conduct an audit in this area in the near future.
The President of the Pridnestrovian Moldavian Republic Vadim Krasnoselsky paid special attention to the Pridnestrovian Prosecutor's Office on compliance with the current legislation when providing answers to deputy requests. Such official appeals of a deputy to state bodies or officials with a request to provide any information or explanations on a topic or event of interest require a full response. The President emphasized that parliamentary requests are a concentration of citizens' statements.
Vadim Krasnoselsky separately focused on the issue of improving the regulatory framework, recalling that the prosecutor's office has the right of legislative initiative and should actively use it as the press service of the President of the Pridnestrovian Moldavian Republic notes. The President focused on an important principle: all legal conflicts and legislative gaps should be read in favor of the citizen. The President urged to pay special attention to the implementation of legislative norms on land, subsoil, forest and water resources. It was instructed to conduct checks on the facts of the transfer by economic entities of the land allocated to them by the state for rent and the illegal receipt of profit in this regard. The reaction should be withdrawal, transfer to the Redistribution Fund and transfer to conscientious land users. The enforcement of the law, which restricts citizens who take drugs in driving vehicles, remains under special prosecutorial control.
The Prosecutor's Office of the Pridnestrovian Moldavian Republic actively participated in legislative activities in 2021. The Prosecutor of the PMR submitted 11 legislative initiatives and 22 amendments to 9 legislations to the Supreme Council.
Deputy Chairman of the Committee on Legislation Oleg Petrik emphasized in a commentary to the parliamentary press service that the Committee closely cooperates in daily work with the Pridnestrovian Prosecutor's Office and not a single meeting of the Committee and not a single plenary meeting of the Pridnestrovian Supreme Council takes place without the participation of a representative of the department.
