Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov, Deputy Chairman of the Supreme Council, head of the Committee on Legislation, Protection of Rights and Freedoms of Citizens Galina Antyufeyeva and Deputy Chairman of the Committee on Legislation, Protection of Rights and Freedoms of Citizens Gregory Dyachenko took part in the extended meeting of the Collegium of the Ministry of Justice of the Pridnestrovian Moldavian Republic. The head of the department Alexandra Tumba presented a report on the results of the ministry’s activities in 2023.
2529 draft legal acts examination, including legislative ones, was carried out. 442 laws have been endorsed in 2023. There were considered 461 draft orders on draft laws. 197 draft orders on conclusion of the bill have been prepared.
The report reflected the main aspects of the activities of the public services of the PMR Ministry of Justice - the State Bailiff Service, the State Registration and Notary Service, and the State Supervision Service.
As noted by the head of the Ministry of Justice of the PMR Alexandra Tumba a lot of work was done to transfer into electronic form a number of services provided by the structural divisions of the ministry in 2023. It has become possible to provide in electronic form an “Extract of registered rights to a real estate object, containing publicly available information about registered rights to a real estate object”. You can receive an “archival extract from the vital record” electronically. 47 citizens have already used this service. 257 applicants applied remotely for copies of vital records for their subsequent legalization. Work towards the digitalization of public services will continue in 2024.
Special attention at the meeting of the board of the PMR Ministry of Justice was paid to the work of the State Penitentiary Service in 2023. The corresponding report was presented by the First Deputy Minister of Justice, Head of the State Penitentiary Service Vitaly Ishchenko. There has been an increase in the number of submissions from penitentiary administrations regarding the parole of convicts and the percentage of their satisfaction by the courts.
The Prosecutor of the PMR Anatoly Guretsky, the PMR Government Chairman Alexander Rosenberg and the PMR President Vadim Krasnoselsky made comments and recommendations for improving the work of the Ministry of Justice and its divisions.
The President paid special attention to improving the conditions of prisoners, namely, providing convicts with the opportunity to receive education and employment while in prison. According to the data provided in the report, 296 prisoners were involved in labor as of January 1, 2024. Most of them are involved in performing household work at the place where they are serving their sentences. 554 prisoners were trained and received a specialty last year. There were 202 in 2022.
The President noted the improvement in the material and technical condition of places of detention. Work in this direction will continue, including within the framework of the Capital Investment Fund program.
The work of the divisions of the PMR Ministry of Justice based on the results of 2023 was recognized by the President as satisfactory in general.
