Parliamentarians during the plenary session considered a number of legislations relating to land relations. Deputy of the Supreme Council Oleg Leontyev and head of the relevant committee proposed to make amendments to the Land Code as well as to the law “On State Duty” in order to regulate the mechanism for exchanging land plots.
As Oleg Leontyev noted, the presence of the state duty will make it possible to implement a mechanism for the exchange of land plots. Deputies adopted the legislative initiative in the first reading.
The state will have the right to terminate the right to long-term use and lease of farmland in case the land user fails to comply with phytosanitary standards, in particular, the lack of implementation of measures to combat ambrosia. The amendments to the Land Code were proposed by the Ministry of Agriculture and Natural Resources. As the head of the agency Efimy Koval explained, the tenant is obliged to ensure the targeted use of land, improve soil fertility and fight quarantine weeds.
At the same time, precautionary measures and penalties first apply. If this does not work, an inefficiently cultivated land plot can be withdrawn from a negligent land user. The Supreme Council supported the legislative initiative in two readings at once.
The government prepared proposals for amending the law “On the republican budget 2018”. They relate to the use of funds from the Environmental Fund. As the head of the relevant department Efimy Koval explained, this year, on behalf of the President, a republican competition was held for the cleanest city, village, which was won by Bendery, villages Pervomaisk and Mayak, Malaeshty and Nezavevertylovka. Localities rely on premiums, 100 thousand rubles are needed for this. Also in the branch ministry they offered to support the Bendery river port, to provide it with work, by sending additional funds to reorganize the riverbed of the Dniester. The parliamentarians agreed with the proposals and supported the law-in-draft in the first reading.
