Significant changes in legislation affecting the regional policy, local self-government and housing and communal services were adopted during spring session of Parliament. Amendments and additions to laws aimed at improving the quality of life of the population were considered and adopted in the course of the meetings.
The mechanism for concluding contracts for housing and communal services has been simplified
Pridnestrovians will be able not to waste time on drawing up written contracts with housing and communal services organizations. Contracts for the provision of public services will become public and they can be concluded orally by performing conclusive actions according to the adopted changes in the legislation. This means that the contract will be considered concluded as soon as the consumer is connected to the connected network or from the moment of the first payment. You can get acquainted with the text of the public contract on the website or at the information stand of the service provider. Payment for services, the contract for which is concluded orally, is charged either according to the meter, or according to the standards established in the current legislation.
AMENDMENTS and additions were made in February 2023 to the Housing and Civil Codes, as well as to the law of the PMR "On drinking water supply".
Local councils received the right to protect citizens in the courts
City, district and village councils have the right to appeal to the courts of general jurisdiction to protect the interests of citizens. This norm was excluded previously from the legislative field, but it was decided to return it. The initiative was initiated by parliamentarians. Amendments to the Law of the PMR "On local authorities, local self-government and state administration in the PMR" were adopted in April 2023.
Russian textbooks for correctional schools in Pridnestrovie
Russian textbooks for children with special needs were handed over to correctional schools in Pridnestrovie. The batch of educational literature had previously arrived from the Russian Federation as humanitarian aid and was in state ownership. More than 170 textbooks for different classes in technology, Russian language, mathematics, biology and geography were immediately transferred to correctional schools and children learned from them. This educational literature will be listed on the balance sheet of schools at the level of the law. The Parliament adopted a resolution “On the transfer of property from state ownership to municipal ownership free of charge”.
Social protection of orphans: temporary housing in hostels
The state is obliged to provide an orphan child or one left without parental care with a comfortable room in a hostel. As long as the state does not acquire for them the apartment or house laid down by law. Amendments are being made to the law "On additional guarantees for the social protection of orphans and children left without parental care". These changes are related to the new rules in the Housing Code. If it is not possible to provide a room in a hostel, then orphans can receive compensation every month from the local budget to pay rent.
Amendments to the Law on Budget-2023
Electricity tariffs will not change. As part of the amendments to the law on the budget for 2023, only the third paragraph will appear in the calculations for consumed electricity. The innovation will not affect, the deputies noted, both the privileged categories of the population and the majority of subscribers in general. The changes will affect only about 1% of the population. These are those who consume more than 500 kWh of electricity per month (550 kWh for apartments with electric stoves). The rest is unchanged: up to 150 kW / h per month - 54 kopecks per 1 kW / h, 72 kopecks per 1 kW / h above this limit.
The amendments to the law on the republican budget will come into force on September 1, 2023.
Requirements for the location of the republican shelter for stray animals
The Supreme Council prescribed the requirements for the location of the republican shelter for keeping stray animals. The money for its construction is included in the republican budget of this year in the amount of 1 million rubles. The distance from the shelter to residential buildings and food production facilities should be at least 1 kilometer. The territory of the shelter must be fenced with a fence at least 2 meters high with a base that prevents the animal from being undermined.
There is a search for a building for a republican shelter. A distance of 1 kilometer from residential buildings will allow people to live in peace – without barking dogs and unpleasant odors. Requirements for other existing or future shelters and centers for overexposure of stray animals will be prescribed by the PMR Government.
