Deputies adopted the Rules of Procedure of the Supreme Council in the final reading. The previous version of the Regulation has been in effect since 2001. Much has changed not only in our republic, but throughout the world since that time. In this regard, it was necessary to change the work of the Supreme Council. There were so many proposals to amend the Regulation that it was necessary to form a separate legislative initiative.
One of the new rules prescribed in the Regulation is the parliamentary inquiry. Previously, there was no such institution, only a parliamentary inquiry was present. According to Alexander Korshunov, the parliamentary inquiry will be a more significant document and will allow to more quickly resolve this or that issue raised by the deputies.
Additions to the Rules of Procedure also relate to the procedure for creating and abolishing committees of the Supreme Council, reorganizing individual committees and updating their composition. The procedure for holding meetings of committees and commissions has changed. This is due to the emerging possibility of using information and telecommunication networks, including the global Internet.
A number of changes to the Regulations relate to the conditions and procedure for introducing legislations, as well as issues of interaction between the committees of the Supreme Council and representatives of the subjects of the right of legislative initiative. A number of amendments were also made to the sections of the Regulations that relate to the control activities of the Supreme Council. This concerns the hearing of the annual reports of the Government, the Central Bank, heads and officials of republican executive bodies, state bodies and extra-budgetary funds.
