Clarification of the Housing Code, the activities of local authorities, measures to combat malicious defaulters on utility bills – these and other issues were reflected in the laws recently adopted by the Supreme Council.
Registration of a plot without geodesy
It is possible to register a land plot with a residential building and a garage without mandatory reference to the geodetic network until the end of 2026. A drawing of the boundaries of the land plots will be sufficient. Changes to the law were initiated by parliamentarians based on appeals from citizens who complained about the high cost of geodetic work. Deputies of the Supreme Council adopted law-in-draft introducing a two-year moratorium in the autumn session. Deputies expect that by the end of 2026, the relevant ministries and services will have developed an effective mechanism for conducting geodetic work, accessible to residents of Pridnestrovie, including pensioners. Changes were made to the law "On some additional state measures aimed at minimizing the negative impact of external economic factors".
The Housing Code has been supplemented
The Supreme Council adopted law-in-draft clarifying the norms of the Housing Code. The authors of the clarifications were deputies of the Education Committee, who noted that Article 71 of the Housing Code on the standard for providing housing space was interpreted differently by law enforcement officers, which caused problems in the implementation of the state program for the acquisition of housing for orphans. The Housing Code clearly states at least what square footage housing must be for provision to citizens under a social tenancy agreement.
Measures to combat malicious defaulters on utility bills
In the VIII session, the Supreme Council completed work on the Government's law-in-draft on the introduction of a new measure to combat malicious defaulters on utility bills. If the debt for heating, water supply and sanitation services is not paid, the court may consider the possibility of temporarily restricting the supply of electricity to the debtor. Amendments to the law "On enforcement proceedings" came into force on March 29. According to the law, it will not be possible to disconnect the supply of electricity to those premises where large families, single parents, disabled people of groups I and II, and orphans live. The new norm is designed to solve the problem associated with non-payment of utility bills. About 90 million rubles is the debt of that category of citizens who pay for electricity, but do not pay for other utilities, the parliament noted.
Activities of local authorities
City and district state administrations have been empowered to maintain a register of mismanaged non-residential buildings and premises on their territories since January 1. These may be retail, catering and consumer services facilities, detached buildings and structures, as well as complexes of buildings and structures, unfinished construction projects, non-residential premises of residential buildings and other facilities that are not residential units. Such registers must be posted on the official websites of state administrations. The relevant regulations are now spelled out in the law "On local authorities, local self-government and state administration in the Pridnestrovian Moldavian Republic".
City and district deputies must submit reports to the local Council on the work done to consider proposals, appeals and complaints from citizens by February 1. The deadlines for sending information were set by the Supreme Council, which supported the bills of the deputies of the Committee on Regional Policy, Local Self-Government and Housing and Public Utilities. Changes have been made to the laws "On the Status of People's Deputies of Local Councils of People's Deputies of the Pridnestrovian Moldavian Republic" and "On Local Government Bodies, Local Self-Government and State Administration in the Pridnestrovian Moldavian Republic". A corresponding change has also been adopted to the Resolution of the Supreme Council "On Approval of the Model Regulation "On the Procedure for Considering Proposals, Applications and Complaints from Citizens Received by People's Deputies of Local Councils of People's Deputies".
