The Supreme Council Deputies adopted legislations concerning the establishment of a single deadline for submitting tax calculations for land tax, share tax and target fee to support the reclamation complex in the second final reading. Filing tax calculations means that agricultural organizations declare how much they must pay in taxes. According to the new changes, a single deadline is set - until the 25th of February. This should facilitate the work of the tax service and the accounting workers of agricultural firms themselves.
Corresponding changes have been made to three laws: “On payment for land”, “On share tax” and “On the fundamentals of the tax system in the Pridnestrovian Moldavian Republic”.
In addition, adjustments have been made to the law “On Payment for Land” that relate to agricultural land. Farmers who own agricultural land provided to them for agricultural production will be required to pay land tax quarterly. Previously, taxes were paid once at the end of the year. The fee must be paid 4 times a year: 10% before March 15, 10% before June 15, 10% before September 15 and 70% before December 15.
The government argued the need to adopt new norms by the fact that in this way the money from the payment of land tax will be used in the current year when the payment is made. And the current practice of paying taxes at the end of the year means that the money is transferred for use next year. Partial quarterly payment, according to the Government, is necessary to replenish the country’s budget gradually throughout the year and direct these funds to the needs of the state.
Opinions of parliamentarians on the issue of changing the deadlines for paying land taxes were divided. Those speaking “against” said that the new rules for paying land tax may be beyond the capabilities of beginning agricultural producers. In addition, farmers need money to carry out the sowing campaign, purchase fuel and lubricants at the beginning of the year.
According to the Ministry of Finance, an analysis of the financial situation of 61 organizations with agricultural land was carried out based on the results of activities for the first half of 2023. A representative of the Ministry of Finance informed the deputies that agricultural products are being sold, most organizations made a profit, and a third of organizations operated at a loss. For such farmers who have difficulties paying taxes, there is a support measure in the form of a deferment until the end of the year, and such state support will continue to work, an official representative of the Government assured the deputies.
The parliamentary corps supported by a majority vote the Government law-in-draft on introducing quarterly payment of land taxes in the final reading. The norm will come into force in January 2024. It was necessary in connection with the adoption of changes to the law “On Payment for Land” to adjust the deadline for payment of the village fee; now it must be paid once before the 15th of November.
