The norms of the electoral legislation have been changed

Criminal liability is established for deliberate forgery of signatures of voters in signature sheets, the certification and illegal use in the collection of signatures of personal data of voters. Punishment – is up to 5 years in prison. The Supreme Council improved the norms of the electoral legislation in the framework of harmonization with the Russian one. Amendments to the Electoral Code, the Code of Administrative Violations, the Criminal and Civil Procedure Codes were adopted in the second final reading.

The Election Commission may cancel the registration of a candidate's authorized representative in the event that he fills a position in state authorities or local self-government. Those signatures in the signature lists collected by persons holding public office or employees of state and local authorities are recognized as unreliable.

The amendments supported by the Supreme Council will facilitate the work of members of election commissions during the organization of voting and counting of votes.

Additional guarantees for candidates are established at the legislative level. When entering the address of registration (propiska) of the voter on the signature sheet, if the signature collectors (candidate) did not indicate the names of any elements of the address (house, apartment, room) and this does not prevent its unambiguous perception, taking into account the actual features of the address of registration (propiska) voter, such signature will not be rejected by the election commission. These provisions have been established by resolutions of the Central Electoral Commission of the PMR since 2021, they have proven their effectiveness during the large-scale election campaigns of 2021 and 2022.

The amendments adopted by the Supreme Council, which improve the norms of the electoral legislation, are sent for signature to the President.
