Deputies of the Supreme Council of the Pridnestrovian Moldavian Republic gathered today for the 2nd extraordinary plenary session. The agenda includes the draft law "On Amendments to the Law of the Pridnestrovian Moldavian Republic "On State Measures Aimed at Minimizing the Negative Impact in Connection with the Introduction of a State of Emergency Related to the Reduction (Termination) of Natural Gas Supplies to the Pridnestrovian Moldavian Republic". The law-in-draft was sent to parliament in the legislative necessity mode with a review period until June 5 by the President of the Pridnestrovian Moldavian Republic.
The President proposed to establish that, in changing the provisions of Articles 136, 142, 232 of the Labor Code of the Pridnestrovian Moldavian Republic, vacation pay for teaching staff whose wages are regulated by the law "On the wages of public sector employees, monetary allowances of military personnel and persons equivalent to them in terms of payment of monetary allowances, monetary maintenance of state civil servants" in the summer period will be made in two equal parts of the accrued amount of vacation pay.
Vacation of teachers during the summer holidays is 56 days, and vacation pay is paid in one accrued amount. There was previously a mechanism that allowed to accumulate financial resources in local and republican budgets for the payment of vacation pay to teachers and educators of educational organizations during the summer holidays every year, starting in January. Problems arose with the one-time payment of vacation pay to teaching staff due to the difficult economic situation in the republic, which developed as a result of the energy crisis. The deputies of the Supreme Council of the Pridnestrovian Moldavian Republic, having listened to the representative of the Ministry of Finance of the Pridnestrovian Moldavian Republic, agreed that the proposed management decision would allow for the full payment of vacation pay to teachers, dividing the payments into 2 stages in equal parts, and unanimously adopted the law-in-draft in the first reading. The head of the Committee on Social Policy Sergei Cheban proposed to clarify the wording of "summer period" for the second reading. The parliamentarians agreed that it was necessary to prescribe a specific period for paying vacation pay to teachers in a new format, and the Supreme Council adopted the law in the final reading taking into account the amendment.
Thus, payment of vacation to teaching staff in the period from May 23 to August 31, 2025 will be made in two equal parts of the accrued amount of vacation pay on the day established by the internal labor regulations or a collective agreement, or an employment contract for the payment of wages. The new provision of the law “On state measures aimed at minimizing the negative impact in connection with the introduction of a state of emergency economic situation associated with the reduction (termination) of natural gas supplies to the PMR” after being signed by the PMR President will enter into force on May 23, 2025.
