The key results and achievements in agriculture and environmental protection in 2023 were discussed today during the final board of the Ministry of Agriculture and Natural Resources of the Pridnestrovian Moldavian Republic. The report of the head of the Ministry of Agriculture was heard by the head of the PMR Government Alexander Rosenberg. Chairman of the Supreme Council Alexander Korshunov and deputies of the Supreme Council took part in the work of the Collegium.
The successful implementation of measures provided for by the state target program for the development of the agro-industrial complex continued last year in Pridnestrovie. The main emphasis was placed on achieving food self-sufficiency in key socially significant food products.
Special attention is paid to achieving high performance in all major agricultural crops. Productivity has increased due to the introduction of modern technologies and management methods. Thus, the gross harvest of cereals and legumes amounted to 536.5 thousand tons, which is 1.5 times higher than in 2022. The largest volume of wheat grain was harvested in Grigoriopol (99.1 thousand tons) and Slobodzeya (87.9 tons) districts, and the best indicators of average winter wheat yield were noted in Kamenka (52.6 c/ha) and Rybnitsa districts (46.5 c/ha).
As noted by the Minister of Agriculture and Natural Resources Oleg Diligul, state support for agricultural producers included subsidies for milk processing, subsidies for the purchase of imported breeding animals, preferential tariffs for water, gas and electricity, partial financing of antiepizootic measures, preferential lending to agricultural entities, allocation of funds for the development of personal subsidiary farms, provision of budgetary funds loans for agricultural production, a system of preferential taxation for peasant farms, as well as tax benefits for lands occupied by young orchards and vineyards in 2023.
The whole range of measures made it possible to provide the republic with basic food products such as bread, flour, cereals, sunflower oil, as well as export cereals and industrial crops. It was possible to reduce dependence on meat imports. Cow's milk production increased by 36.2% in 2021-2023. Positive trends were facilitated in the dairy industry by state support in the form of subsidies for processed milk at the rate of 1 rub. per 1 kg of 3.5% fat content. 65.9 million rubles have been allocated for these payments over 6 years.
The implementation of the state target program for the development of the reclamation complex in Pridnestrovie continued. Irrigation systems have been preserved and restored, and the areas of irrigated land have been expanded. 63 pumping stations were prepared for the irrigation season, including 18 head pumping stations last year.
The control and supervision over the use of land plots has been strengthened.
Deputy Minister of Agriculture and Natural Resources of the PMR Igor Palamarchuk in the course of the meeting presented a report on the rational use and reproduction of natural resources for 2023. The main priorities when forming the state policy on the rational use and reproduction of natural resources are the instructions of the head of state aimed at implementing the tasks outlined in the framework of the Development Strategy of the Pridnestrovian Moldavian Republic for 2019-2026.
The minister answered in conclusion the questions that arose and paid attention to the plans for the current year. The Ministry of Agriculture focuses in its work on solving key tasks to increase the production of domestic producers to reduce import dependence, develop irrigated agriculture, inventory land resources, maintain epizootic safety and phytosanitary well-being, as well as rational use of land resources.
The Government Chairman Alexander Rosenberg focused in his speech following the results of the board of the Ministry of Agriculture on issues of import substitution in the production of meat and eggs, continued work on expanding irrigation networks, strengthening the scientific base and promoting seed production, improving the licensing of mining, developing drinking water supply through the introduction of industrial water treatment plants, expanding forest belts to prevent soil erosion and others.
