Benefits for war veterans

Since 2017, participants in hostilities during the Great Patriotic War, in other wars, armed conflicts, other military operations to defend the USSR, participants in hostilities to protect the PMR, participants in hostilities in local wars and armed conflicts. This measure involves the protection of the social rights of this category of citizens and the improvement of their standard of living.

The participants of hostilities during the Great Patriotic War and those with whom they are married are exempted from paying for utilities (within the established social norms). A 75% discount is provided to other family members of a combatant living with him, also within the established social norms. The priority is to purchase fuel at a discounted price for war veterans and family members living with them, who do not have central heating.

The categories of recipients of benefits and social support as a result of hostilities in the PMR in 1992 have been expanded. Parents (citizens of the PMR), whose children became victims of the war in Pridnestrovie in 1992, now have privileges.

Social protection of disabled people

The state target program "Equal Opportunities" for 2019-2022 was approved. The goal is to maintain the social activity of disabled people and people with limited mobility. The list of tasks includes creating conditions for free movement and access for disabled people to social infrastructure facilities; providing access to information; creating conditions for the employment of disabled people; training and professional development of personnel working with citizens with special needs of life.

Employment centers will help disabled people of I and II groups in employment. The Supreme Council adopted amendments to the laws "On social protection of disabled people" and "On employment of the population." Previously, specialists from employment centers could only help people with disabilities of the III group in finding jobs.

The Law "On Social Protection of Disabled People" enshrines the right to free provision of glasses for the correction of vision for disabled people of I, II, III vision groups, disabled children under 18 years old, and children with vision impairments of all three groups.

Disabled persons of the III group have the right to receive hearing aids free of charge for medical reasons.

The Law "On Social Protection of Disabled People" was supplemented with a norm providing for the exemption of group I and II visually impaired persons living together from payment for utilities and housing within the limits of social norms. The norm exempting from payment for housing and utilities is also extended to lonely disabled people of I, II groups of vision.

Amendments to the Law "On State Pension Provision of Citizens in the PMR" establish an increased (by 25% of the minimum pension) size of the increment to the social pension for people with disabilities since childhood. People with disabilities from childhood I group - in the amount of 125% of the minimum pension. People with disabilities from childhood of group II, temporarily in need of outside help at the conclusion of a medical institution - at the rate of 75%. Children with disabilities under 18 who temporarily need outside help - 125%. Children with disabilities under 18 years of age - a supplement of 75% of the minimum pension. If the right to supplements arises on two grounds, one supplement is established, which is larger in size.

The temporary disability allowance is paid to those caring for a disabled child under the age of 18. Previously, the age limit was 14.

The list of positions of specialists of the Republican Sports Rehabilitation and Rehabilitation Center for the Disabled, renovated at the expense of the Capital Investment Fund, has been expanded. Among the positions - the operator of magnetic recording, translator-fingerprint, instructor in adaptive physical education, etc.

Supplements to health workers

The maximum size of 140 MW has been canceled for the total amount of industry allowances and additional payments for medical workers. From January 2020, the norm began to apply to health workers of anti-tuberculosis organizations, ambulance centers, kidney therapy (hemodialysis) departments of medical institutions of the republic. The Committee on Social Policy made a proposal to abolish the maximum amount of allowances in 140 RU of the minimum wage for other sectors of the healthcare sector. Changes to the law on wages were made in June 2020. This made it possible to increase the amount of remuneration for all categories of medical workers.

The amount of payment to doctors for urgency has been increased from 20 to 50%. Now, for every hour of duty at home, when they can be urgently called to the hospital, doctors receive as much as half an hour of working time in medical institution.

State support measures during the quarantine period

A preferential, threefold, calculation of the total length of service has been established for workers providing treatment, examination, diagnosis, care, direct maintenance and transportation services to carriers of coronavirus infection. The norms apply to the period of the state of emergency and quarantine.

Temporary disability allowance can be received by those who are in quarantine and temporary self-isolation due to contact with carriers of coronavirus infection, or in case of arrival from countries where cases of coronavirus infection have been registered. Payments are also provided for caring for a child under 8 years of age attending a kindergarten, and for a disabled child under 18 years of age attending a preschool educational institution, day rehabilitation center or studying in a special (correctional) educational organization.

For the period of the state of emergency and quarantine, the previously assigned disability group is automatically extended. This applies to those citizens of the PMR whose validity period of the assigned group expires. The documents will also be valid for thirty calendar days from the date of the abolition of quarantine in Pridnestrovie. For this period, all benefits and payments of assigned pensions and other social benefits that are in force under the law remain. Re-examination will be provided after the cancellation of the state of emergency and quarantine with the establishment of a causal relationship from the day the disability group expires.

Support for retirees

Starting next year, the amount of pensions will be increased for those who have a long work experience, but the wages during the working period were low. The deputies adopted law-in-draft that changes the formula for calculating pensions for such Pridnestrovians. An additional amount will be established for the old-age pension, for the disability pension, for the length of service for each year of the total length of service exceeding the one required for the appointment of the pension. At the same time, the maximum period of total work experience, which exceeds the required one and is used to calculate the additional amount, cannot be more than 20 years for women and 25 years for men.

Immunization and infection prevention programs

The Supreme Council adopts state targeted programs in the field of medicine and health care. In the fall of 2020, parliament adopted another state target program for immunizing the population until 2025. New vaccinations are included - against rotavirus and pneumococcal infections, against cervical cancer caused by the human papillomavirus.

A new state program for the prevention and control of tuberculosis was also adopted. It will operate from 2021 to 2025. In Pridnestrovie, treatment, diagnostic and preventive measures will be continued at all stages of managing tuberculosis patients, providing them with medicines, disinfection in foci of infection and in anti-tuberculosis institutions, transporting patients and drugs, protecting medical personnel and raising awareness of Pridnestrovians about the danger of tuberculosis.

The republic has a state target program "Prevention of HIV / AIDS infection and sexually transmitted infections in PMR for 2020-2024". The total amount of financing is over 104 million rubles.
