Support for Pridnestrovians

The categories of Pridnestrovians who can receive a deferral from military training have been expanded. It can be given to parents of children under 3 years old or children with disabilities.

Those who do military service by conscription and at the same time study at a university are exempted from fees for the entire period of service in the army. The expenses for the education of students-conscripts are borne by the state. The corresponding law was adopted to create social guarantees and favorable conditions for the training of military personnel.

Clarified the norms stipulating that obtaining a passport of a citizen of the PMR for the first time will be free, regardless of the age of the recipient. Orphans and children left without parental care are also exempted from paying the state duty for the registration and issuance of the PMR passport and form No. 9 certificate. There are also other benefits for payment of the state duty for registration and issuance of a passport of a citizen of the PMR.

 

Road safety laws

It is now possible to voluntarily pay a fine for traffic offenses for up to 20 days. Previously, the term was up to 10 days. Voluntary payment stipulates that only half of the fine is paid. This measure allows increasing the level of execution of decisions on administrative offenses.

Traffic militia officers can no longer issue and take a fine for a committed offense, which means that the corruption component is excluded. If the driver agrees with the offense, the inspector does not draw up a protocol. A decision is made to impose a fine. It can be paid, including with a discount, within 20 days through bank branches or by bank transfer.

The order of photo and video recording of offenses has been clarified. The deputies of the Supreme Council initiated amendments to the law "On road safety" due to the large number of citizens' appeals. In particular, drivers reported that violations of the Traffic Regulations were recorded secretly using technical means of photo and video recording installed on civilian vehicles with tinted windows. Complaints were also received that the recording of traffic violations was carried out on the move. After the amendments have been made to the law, it is allowed to carry out photographic and video recording of offenses on official vehicles, without flashing beacons turned on and color-graphic schemes not applied to the car, in a stationary mode in the area of ​​the information sign "Photo and video recording". This sign must be located at a distance of at least 50 meters to the place of installation of automatic technical equipment with photo or video shooting functions. The visibility distance of the information sign must be at least 100 meters. Its area is till the nearest intersection.

Drivers can pay a fine for phone calls and correspondence in messengers while driving. The ban itself is spelled out in the PMR Traffic Rules, starting in 2017. Due to the deplorable statistics of road accidents, it was decided to introduce administrative responsibility for using a telephone that is not equipped with a device that allows you to talk without using hands. A fine of 5 MW (92 rubles) is for the first offense, for a second offense - 30 MW (552 rubles). To establish such an offense, traffic militia officers cannot use video recording equipment and other electronic devices.

 

Control functions

At the legislative level, the institution of parliamentary investigation is enshrined as one of the main forms of implementation by the Supreme Council of its control functions, provided for by the Constitution of the PMR. A number of laws have been amended accordingly, which established the grounds for starting a parliamentary investigation, the procedure for conducting it, and enshrined the rights and obligations of officials and citizens involved in the investigation. While correcting the legislation, the deputies focused on the fact that the parliamentary investigation will only be carried out in relation to decisions of great public importance and involving damage to the state.

Strengthened administrative responsibility for unlawful refusal to receive or consider applications from citizens. Numerous appeals from voters became the reason to amend the legislation. The initiative was adopted so that negligent employees of state and municipal institutions can be brought to justice.

 

On the role of peacekeepers, requirements for the Commissioner for Human Rights and optimization of the number of deputies

For the denial of the positive role of the peacekeeping mission of the Russian Federation in the Pridnestrovian Moldavian Republic, criminal liability has been introduced. It may involve those who publicly express clear disrespect for Russia's peacekeeping mission in Pridnestrovie, distorting the positive role of peacekeepers or belittling Russia's merits in maintaining peace, security and stability in the PMR.

Additional requirements have been established for a candidate for the post of Commissioner for Human Rights in the Pridnestrovian Moldavian Republic. Now it is necessary to have a higher professional education and work experience (service) in a legal specialty or activity in the sphere of protecting human and civil rights and freedoms for at least 7 years.

The number of Deputies of the Supreme Council has been optimized. In the VII convocation, the interests of Pridnestrovians in the parliament are no longer represented by 43 as before, but by 33 deputies. The number of deputies of local councils has also been reduced. The purpose of the changes is to reduce the budget expenditures of the republic.
