The Supreme Council of the Pridnestrovian Moldavian Republic and its bodies for 2023

1. Information on the legislative activities of the Supreme Council of the Pridnestrovian Moldavian Republic

In 2023, the Supreme Council of the Pridnestrovian Moldavian Republic was convened for two regular sessions, during which 32 plenary meetings, 3 emergency meetings, and 53 meetings of the Presidium of the Supreme Council of the Pridnestrovian Moldavian Republic were held.

974 issues were considered, on which 974 resolutions of the Supreme Council of the PMR were adopted and signed in the course of the plenary sessions of the Supreme Council of the Pridnestrovian Moldavian Republic in 2023, of which:

459 resolutions on the adoption of the law (441 resolutions - adoption of the law in the II reading, in the I and II readings during one meeting, 8 resolutions on the adoption of the law in the III reading and 10 resolutions on the adoption of laws as accompanying ones in connection with the adoption of the law in the III reading);

332 resolutions on the adoption of the law-in-draft in the first reading;

52 resolutions rejecting the law-in-draft;

33 regulations on the transfer of state property, interpretation;

98 resolutions that do not have a legislative nature.

The President of the Pridnestrovian Moldavian Republic signed and officially published 436 laws of the Pridnestrovian Moldavian Republic.

There are a number of new (basic) laws out of the laws adopted in 2023 by the Supreme Council of the Pridnestrovian Moldavian Republic, including those previously absent from the legal field:

1) Law of the Pridnestrovian Moldavian Republic of June 28, 2023 No. 161-Z-VII “On Patent Attorneys” (Legislations Act Collection 23-26).

The adoption of this law is due to the need to make changes to the legal environment of the institution of patent attorneys, as well as the entry into force of the fourth part of the Civil Code of the Pridnestrovian Moldavian Republic related to intellectual law and intellectual property.

Legal relations related to patent attorneys were regulated by Order of the Ministry of Justice of the Pridnestrovian Moldavian Republic dated February 21, 2005 No. 83 “On approval of the Regulations on patent attorney-experts and patent attorneys of the Pridnestrovian Moldavian Republic”, the norms of which partially lost their relevance over the course of time before the adoption of this Law;

2) Law of the Pridnestrovian Moldavian Republic of July 17, 2023 No. 221-Z-VII “On a Unified Population Register” (Legislations Act Collection 23-29), adopted with a package of laws necessary for its implementation.

The adoption of this Law will ensure the efficiency and quality of decisions made in the field of state and municipal government; increase information openness and transparency of the activities of public authorities and management for citizens, including ensuring the availability for citizens of information about themselves that is at the disposal of public authorities and local governments.

A legal basis was created for the formation and maintenance of a unified population register to record information about the population of the Pridnestrovian Moldavian Republic with the adoption of the above-mentioned Law;

3) Law of the Pridnestrovian Moldavian Republic of November 10, 2023 No. 342-З-VII “On advocacy and the legal profession in the Pridnestrovian Moldavian Republic” (Legislations Act Collection 23-45), establishing the possibility of practicing law in such forms of legal entities as a lawyer’s office, a law office that establishes the powers and procedure for forming the qualification commission of the Chamber of Lawyers of the PMR to take qualification exams for persons applying for the status of lawyer, as well as to consider complaints about the actions (inaction) of lawyers.

The above-mentioned Law defines the procedure for carrying out reorganization measures in order to bring the organizational and legal form of the Bar Association into compliance with its provisions, formed before the entry into force of the Law in question;

4) Law of the Pridnestrovian Moldavian Republic of July 27, 2023 No. 273-Z-VII “Special tax regime - simplified tax system of the Chamber of Lawyers of the Pridnestrovian Moldavian Republic” (Legislation Act Collection 23-30) is aimed at regulating a new legislative act providing for a special procedure for calculation and payment taxes on the activities of members of the Chamber of Lawyers of the Pridnestrovian Moldavian Republic;

5) Law of the Pridnestrovian Moldavian Republic of December 25, 2023 No. 387-З-VII “State program of denationalization and privatization in the Pridnestrovian Moldavian Republic for 2024-2025” (Legislations Act Collection 24-1), the purpose of which is to implement the provisions of the Law of the Pridnestrovian Moldavian Republic “On denationalization and privatization";

6) Law of the Pridnestrovian Moldavian Republic of February 27, 2023 No. 34-З-VII “On the state list of small privatization objects for 2023–2024” (Legislation Act Collection 23-9), the purpose of which is to approve the state list of small privatization objects for 2023–2024 years;

7) Law of the Pridnestrovian Moldavian Republic of April 26, 2023 No. 93-ZD-VII “On approval of the state target program “Support and development of entrepreneurship in the Pridnestrovian Moldavian Republic” for 2023–2027” (Legislation Act Collection  23-17) is aimed at creating favorable conditions for sustainable and balanced growth of entrepreneurship in the Pridnestrovian Moldavian Republic;

8) Law of the Pridnestrovian Moldavian Republic of December 28, 2023 No. 430-З-VII “On approval of the state program “Improvement and preservation of burial places of Heroes of the Soviet Union, full holders of the Order of Glory and memorials of military Glory of the Great Patriotic War” for 2024–2025” (Legislation Act Collection  24-1);

9) Law of the Pridnestrovian Moldavian Republic of December 26, 2023 No. 397-З-VII “On approval of the state target program “Development of the drinking water supply system for settlements of the Pridnestrovian Moldavian Republic” for 2024–2028” (Legislation Act Collection  24-1) was adopted for the purpose of implementation Development Strategy of the Pridnestrovian Moldavian Republic for 2019–2026, approved by Decree of the President of the Pridnestrovian Moldavian Republic of December 12, 2018 No. 460.

The above-mentioned Law is aimed at improving the quality of life of the population, increasing the level of accessibility and provision of services in the housing and communal services sector, solving key problems in updating and modernizing its infrastructure;

10) Law of the Pridnestrovian Moldavian Republic of December 28, 2023 No. 436-З-VII “On the republican budget for 2024” (Legislation Act Collection 24-1). Consolidated budget expenditures amounted to 6.5 billion rubles in accordance with this Law and compared to the original version of 2023 increased by 141.9 million rubles. Consolidated budget revenues decreased by 281.7 million rubles compared to the original version for 2023. The consolidated budget deficit, accordingly, increased by 423.6 million rubles;

11) Law of the Pridnestrovian Moldavian Republic of December 27, 2023 No. 425-Z-VII “On the budget of the Unified State Social Insurance Fund of the Pridnestrovian Moldavian Republic for 2024” (Legislation Act Collection  24-1), according to which the income and expenses of the Unified State Social Insurance Fund were approved Pridnestrovian Moldavian Republic for 2024.

The Supreme Council of the Pridnestrovian Moldavian Republic adopted 425 laws on amendments and additions to existing laws during 2023 as part of law-making activities to improve existing legislation. 28 of these are laws on amendments and additions to the Law of the Pridnestrovian Moldavian Republic “On the Republican Budget for 2024”.

2109 amendments were considered as part of the work on legislations.

596 legislative initiatives were submitted to the Supreme Council of the Pridnestrovian Moldavian Republic by subjects of the right of legislative initiative over the period of 2023.

23 legislative initiatives, by decision of the Presidium of the Supreme Council of the Pridnestrovian Moldavian Republic were returned to the authors without consideration due to their non-compliance with the requirements of the Regulations of the Supreme Council of the Pridnestrovian Moldavian Republic or other legislative acts on the procedure for preparing legislations.

The authors of legislative initiatives recalled and removed 98 legislative initiatives from further consideration in the committees and commissions of the Supreme Council of the Pridnestrovian Moldavian Republic.

Deputies of the Supreme Council of the Pridnestrovian Moldavian Republic in order to implement the functions of the Supreme Council of the Pridnestrovian Moldavian Republic in the field of foreign policy activities and international cooperation in 2023 took part in the following events:

 

from 01/23 to 01/28/2023 – Participation in the XXXI International Christmas educational readings “Global challenges of our time and the spiritual choice of man” with the Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov and the Deputy Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Galina Antyufeeva.

01/25/2023 – Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov, Deputy Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Galina Antyufeeva and the plenipotentiary representative of the Supreme Council in the Russian Federation on issues of inter-parliamentary cooperation Olga Gukalenko took part in a round table meeting in the Public Chamber of Russia. Public and political figures, experts, scientists, representatives of national diasporas and compatriots spoke on the topic “Development of cultural and humanitarian cooperation with compatriots in modern geopolitical realities”.

The delegation from Pridnestrovie led by the Speaker of Parliament Alexander Korshunov, which includes representatives of the executive branch, local government and public organizations, met with the leadership of Rossotrudnichestvo. Pridnestrovian parliamentarians raised issues of interaction, participation in projects of this organization, including the youth, as well as expanding cooperation on youth projects.

02/14/2023 – Meeting with the OSCE delegation, led by the OSCE Chairman-in-Office, Foreign Minister of North Macedonia Bujar Osmani. The delegation from Pridnestrovie included the Deputy Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Galina Antyufeeva and the Minister of Foreign Affairs of the Pridnestrovian Moldavian Republic Vitaly Ignatiev. The delegation was headed by the President of the Pridnestrovian Moldavian Republic Vadim Krasnoselsky.

04/06/2023 – Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov and Deputy Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Galina Antyufeeva, as well as deputies of the Supreme Council of the Pridnestrovian Moldavian Republic took part in a round table meeting on the topic “Interparliamentary dialogue for the sake of preserving peace and stability on the banks of the Dniester”, organized by the Federation Council of the Federal Assembly of the Russian Federation.

07/26/2023 – Deputy Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Galina Antyufeyeva took part in the round table on the topic “Peacekeeping operation in Pridnestrovie and the activities of the joint control commission”, dedicated to the 31st anniversary of the creation of the governing body of the peacekeeping operation in Pridnestrovie.

from 02.11 to 05.11.2023 – Deputy Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Galina Antyufeyeva took part in the 15th anniversary Assembly of the Russian World, Moscow. The central theme of the assembly is “The mission of the Russian word in a multipolar world”. Famous scientists, cultural figures, clergy, political scientists, leaders of youth and public organizations from different countries took part in the forum. Plenary sessions took place at the Assembly. A series of round tables on issues of the Russian language and culture. Meetings with representatives of the State Duma and the Federation Council of the Russian Federation and discussions on issues of protecting the rights and freedoms of compatriots took place at the Assembly.

12.12.2023 – The Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic took part in the IV International Conference “The role of interaction between factions of political parties and blocs in inter-parliamentary cooperation of the CIS countries” on the day of the 30th anniversary of the Constitution of the Russian Federation. It is held annually by the Russian State Duma Committee on Affairs of the Commonwealth of Independent States, Eurasian Integration and Relations with Compatriots.

The visit program included meetings with deputies of the State Duma of the Russian Federation; with the leadership of factions of the State Duma of the Russian Federation; with senators of the Federation Council of the Russian Federation; with public figures of Russia and with compatriots.

  1. Information on the activities of committees and commissions of the Supreme Council of the Pridnestrovian Moldavian Republic

The activities of committees and commissions concerned measures of state support for the population and business in the current foreign economic conditions in 2023. Much attention was paid to legislative initiatives aimed at increasing pensions and benefits; support for certain sectors of the economy, land reclamation and agro-industrial complex, entrepreneurs and stimulation of entrepreneurial activity; modernization of electoral legislation; work on the draft Budget Code; development of a draft Town Planning Code; development of a new draft Criminal Procedure Code; adoption of the Concept of budget and tax policy, amendments to the republican budget of the current year; development and adoption of the law on the republican budget for 2024; making amendments to social laws and in the field of education.

Commission of the Supreme Council of the Pridnestrovian Moldavian Republic on foreign policy and international relations

  1. I. General information about the work done

The Commission on Foreign Policy and International Relations held 2 meetings in 2023, at which the following materials and issues were considered:

1) about planned measures in the field of foreign policy and prospects for the Moldovan-Pridnestrovian settlement process in the context of the destructive actions of the Moldovan side against the people of Pridnestrovie;

2) on the adoption of the draft statement of the Supreme Council of the PMR;

3) on the adoption of the draft statement of the Supreme Council of the PMR “On the need to cease military operations in the Nagorno-Karabakh conflict zone”

Apparatus of the Supreme Council of the Pridnestrovian Moldavian Republic

To ensure the activities of the Supreme Council of the PMR, the Office of the Supreme Council is created. The organizational structure of the Office of the Supreme Council of the PMR was approved by Resolution of the Supreme Council of the PMR dated February 8, 2020 No. 5 “On the structure of the Supreme Council of the Pridnestrovian Moldavian Republic of the VII convocation”.

 

Legal Department

596 legislations were submitted for consideration by the Supreme Council of the Pridnestrovian Moldavian Republic in 2023. The Legal Department conducted a legal examination for compliance with the Constitution, Regulations and other normative legal acts and presented opinions on 588 legislations, which amounted to 97.5% of the total.

The Legal Department initiated the issue of returning 30 legislations introduced in violation of the Constitution and the Rules of the Supreme Council, which amounted to 4.97% of the total, 23 legislative initiatives by decision of the Presidium of the Supreme Council of the Pridnestrovian Moldavian Republic were returned to the authors without consideration out of the legislations introduced in 2023.

The Legal Department submitted 15 opinions on legislations accepted for consideration (without primary analysis) in 2023.

The Legal Department conducted for 2023 a legal examination and endorsed 683 materials for legislations (draft resolution, tables for adoption, for rejection, report), for 6 materials for bills, the Legal Department provided conclusions on the inconsistency of the provisions contained in the materials with the current legislation of the Pridnestrovian Moldavian Republic, which amounted to 0.87% of the total.

The Legal Department conducted an examination and endorsed 442 laws and 966 resolutions of the Supreme Council of the Pridnestrovian Moldavian Republic in 2023.

The Legal Department was given 16 instructions by the Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic, for which the department prepared 1 law-in-draft, 9 draft orders, 2 draft resolutions, 6 draft letters, 5 memos in 2023.

The Legal Department prepared 81 agreements and additional agreements as part of the legal examination of agreements with the participation of the Supreme Council of the Pridnestrovian Moldavian Republic in 2023.

Due to the absence of a chief specialist in the Commission on Mandates, Regulations and Deputy Ethics, on behalf of the Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic, an employee of the Legal Department prepares materials for the Commission, as well as prepares and organizes meetings of the Commission.

Department of Organizational Support of Lawmaking

To ensure the holding of each plenary meeting or meeting of the Presidium of the PMR Supreme Council, the Department of Organizational Support for Lawmaking of the Apparatus of the Supreme Council of the Pridnestrovian Moldavian Republic (hereinafter referred to as the PMR) carries out a number of organizational actions: the agenda of the meeting is formed; lists of invitees to plenary sessions, official representatives and interested parties are compiled; an electronic version of the meeting agenda is generated, which is sent electronically to all subjects of the right of legislative initiative, official representatives of the President of the PMR and the Government of the PMR, invited and interested parties; the website “meeting room of the Supreme Council of the Pridnestrovian Moldavian Republic” is filled with meeting agenda materials; timely notification is carried out through telephone communications to subjects of the law of legislative initiative, official representatives of the President of the PMR and the Government of the PMR, invited and interested parties about the date, time and place of plenary meetings of the Supreme Council and meetings of the Presidium of the Supreme Council of the PMR; maintenance of the plenary meeting hall and briefing room is provided; attendance of deputies at plenary meetings of the Supreme Council and meetings of the Presidium of the Supreme Council, as well as persons invited to plenary meetings of the Supreme Council and meetings of the Presidium of the Supreme Council is registered.

The stenographic department of the Department of Organizational Support of Lawmaking prepared, read, edited and signed by the Chairman of the Supreme Council of the PMR 32 minutes of plenary meetings, 3 minutes of emergency meetings and 53 minutes of meetings of the Presidium of the Supreme Council of the Pridnestrovian Moldavian Republic for 2023.

The Supreme Council considered totally 974 issues, on which 974 resolutions of the Supreme Council of the PMR were adopted and signed.

All these resolutions were prepared by specialists from the department for technological processing of legislations of the Department of Organizational Support of Lawmaking together with specialists from the Legal Department of the Apparatus of the Supreme Council of the PMR and specialists from specialized committees and commissions of the Supreme Council of the PMR.

 

Document Management and Computer Support Department

The volume of document management of the Supreme Council of the Pridnestrovian Moldavian Republic in 2023 amounted to 12220 documents, of which:

The department for working with citizens’ appeals and archives received 967 incoming correspondence in 2023, including:

1) appeals to deputies of the Supreme Council of the PMR – 578 (125 of which were appeals from citizens);

2) through the Internet reception of the Supreme Council – 169 people.

The leadership of the Supreme Council of the PMR considered 374 written appeals, as a result of which 408 instructions were sent to the committees of the Supreme Council and structural divisions of the Supreme Council Apparatus:

Structural divisions of the Apparatus of the Supreme Council of the Pridnestrovian Moldavian Republic - 78 instructions.

The structural divisions of the Supreme Council transferred 684 accounting units (including audiovisual documents) to the departmental archive of the Supreme Council of the PMR for storage in 2023.

An examination of the value of digitized materials (from VHS tapes) with a recording of “The Deputy Hour” program for 1991, 1992, 1996–2005 has been completed. Inventory No. 10 (digital video documents) for 1991, 1992, 1996–2005 was agreed upon and approved, which included 80 accounting units with a total volume of 778 GB.

The department for interaction with local government bodies received 1203 minutes of meetings of sessions and standing commissions, city, district, and rural Councils of People's Deputies for 2023

The materials of the sessions of city, district, rural, town Councils of People's Deputies were studied and analyzed, the number of indicators of which are presented in the following information:

City and district councils – 91 meetings, 1212 issues.

Rural (settlement) councils – 665 meetings, 5274 issues.

Totally 756 meetings, 6486 issues.

Employees of the software and computer support department carried out the following work in 2023:

maintaining up-to-date security against DDoS attacks on the Supreme Council website and maintaining the functionality of the website;

installation of a network in offices on the second floor after major renovation, including network wiring between offices;

transfer of the computer network from a speed of 100 Mbit to 1Gbit on the 2nd and 4th floors;

maintaining an electronic file cabinet for accounting of computer equipment in committees and structural divisions of the Supreme Council Apparatus;

replacement and adjustment.

Department of Information and Media Relations (Press Service)

In 2023, 46 episodes of “The Deputy Hour” program were prepared and aired on the state TV channel “First Pridnestrovian”, lasting from 25 to 50 minutes, depending on how full the program was. Press service correspondents prepared videos on the topics “From colleagues parliamentarians”, “Point of view”, “In committees”, “Deputy work in constituencies”, “At plenary sessions”, about important laws adopted at plenary sessions, about the international situation and international parliamentary activities and meetings.

The “Deputy Hour” program widely covered:

- legislative activity;

- visits to the republic of public and political figures;

- visits of the Chairman of the PMR Supreme Council, Deputy Chairman of the PMR Supreme Council, deputies of the PMR Supreme Council to Moscow, meeting with parliamentarians of the Federation Council and the State Duma of the Russian Federation, participation in round tables and meetings;

- speeches and protection of the interests of Pridnestrovians by deputies of the State Duma of the Russian Federation and political figures of the Russian Federation;

- official meetings with foreign delegations and diplomats;

- meetings of the Chairman of the Supreme Council, deputy chairperson, deputies with voters in all regions of the republic;

- participation of the Chairman of the Supreme Council of the PMR, his deputy, deputies in meetings of the President of the PMR, in meetings of boards of ministries and departments;

- opening of important socially significant objects, reconstructed or built under the Capital Investment Fund;

- activities of deputies of the Supreme Council of the PMR on the improvement of electoral districts.

Significant attention was paid in the printed and audiovisual materials of the press service correspondents to the topics of lawmaking and work in constituencies, as well as inter-parliamentary cooperation.

Particular attention in the programs and articles was paid to explaining the position of deputies on a number of legislations they were considering, and the work on socially significant initiatives was covered in detail

The functional responsibilities of the Press Service include information management of the official website of the Supreme Council since 2006. 708 informational texts and 450 videos were posted on the official website during the period from January 1, 2023 to January 1, 2024.

Protocol support department

The protocol department in 2023 prepared and sent congratulatory messages on the occasion of public holidays and memorable dates to state and public figures of the PMR, the Russian Federation, Abkhazia, and South Ossetia on behalf of the Chairman of the Supreme Council – 534 letters.

Similar appeals were prepared in connection with Pridnestrovian state and professional holidays in the amount of 448 letters, including appeals to the media, congratulatory letters in electronic Adobe Photoshop format and greeting addresses.

In addition, in accordance with the plan for holding republican events, the department carried out organizational and protocol support for the participation of the leadership and deputies of the Supreme Council of the Pridnestrovian Moldavian Republic in 68 ceremonial and protocol events.

Human Resources Department

The planned staffing level of the Supreme Council of the PMR is 200.5 staff units. The actual number of employees of the Supreme Council of the PMR is 195 people. 9 people were hired, 13 people were fired, the staffing level in the Supreme Council of the PMR is 97%, staff turnover is 6.7% in 2023.

483 personnel orders were prepared, executed and registered, 50 state and 606 departmental awards were issued and issued.

Accounting and Reporting Department

The accounting and reporting department processed 9321 documents in 2023, some of which are the following:

Transportation Department

The Supreme Council of the PMR has 20 official cars on its balance sheet since January 1, 2023. Two Toyota Avalon Hybrid cars, manufactured in 2015, were purchased and removed from the balance of the Supreme Council of the PMR and two Mitsubishi Lancer X cars T056ET, and Mitsubishi Lancer T943NM, to city and district councils in 2023.

The re-equipment of vehicles of the Supreme Council of the PMR to run on compressed gas and the purchase of hybrid vehicles in 2023 led to a reduction in fuel consumption and consumption, which led to significant savings.

Preventive work was carried out among the leading specialists of the transport department in terms of compliance with the PMR traffic rules, which led to a significant reduction in their violations of the PMR traffic rules and during the reporting period of 2023, no road accidents involving vehicles of the Supreme Council of the PMR were recorded.

Maintenance department

The economic department provided economic and sanitary maintenance of premises, provision of structural units with household equipment and office supplies in 2023. The housekeeping department took part in preparing the second floor premises for renovation and in accepting repair work.
