Results of the work of the Commissioner for Human Rights in 2020

The deputy corps heard the Report of the Commissioner for Human Rights in Pridnestrovie for 2020 in the course of online plenary meeting today. The Office of the Ombudsman received during this period 641 appeals – from the leadership of the republic, public organizations, the media and the population.

Most of the complaints concern violations of social, civil and economic rights. This is a failure to comply with housing, pension and environmental legislation in the sphere of social policy. Pridnestrovians focused on the issues of providing social assistance and education. Civil violations arise with the receipt of identity documents with a residence permit, residence permit, extract and registration. Complaints about violation of economic rights concern the rights to private property, protection from illegal dismissal and employment. Complaints related to the rights of citizens to judicial protection, fair trial, legal assistance and timely execution of court decisions were received by the Ombudsman of Pridnestrovie.

The Ombudsman said that the procedure for accepting applications has changed due to quarantine restrictions. Complaints have been received in electronic form since last year. Vyacheslav Kosinsky added that Pridnestrovians can submit appeals in the usual way, but they come to the Office through special boxes installed at the entrances to the Ombudsman's office and at his representative offices in towns and districts. The Pridnestrovian Ombudsman said that the work in the context of the pandemic did not affect the procedure for considering appeals.

The Ombudsman visits various state and city institutions every year. For example, hospitals, schools, orphanages, military units and pre-trial detention centers. The purpose of inspections is to identify violations, if any, and to develop proposals and recommendations for their elimination. Vyacheslav Kosinsky did not visit all the planned facilities due to the COVID-19 pandemic. The Ombudsman noted that they checked not only the observance of the rights, freedoms and guarantees of Pridnestrovians. Particular attention was paid to compliance with the requirements of the Operations Headquarters during the quarantine period.

Representatives of the Office of the Ombudsman for Human Rights actively participated in online meetings with the President, members of the PMR Government and the Supreme Council deputies. The Head of the Legislation Committee Galina Antyufeyeva noted that last year, together with the specialists of the Ombudsman's Office, 6 legislative initiatives were prepared and submitted for consideration.

The deputy corps is satisfied with the report submitted by the Ombudsman for the past year. Following the discussion, the parliamentarians adopted a resolution.
