The Accounts Chamber identified violations and deficiencies in the amount of 26.2 million rubles last year. Almost 14.6 million is ineffective use of funds, which is 45% more than in 2023. Over 2.5 million is non-compliance with the law "On accounting and financial reporting", about 912 thousand is unjustified spending of funds. The figures were announced at the Board of the control body on the results of 2024. Chairman of the Supreme Council Alexander Korshunov and chairmen and deputies of parliamentary committees took part in the course of the meeting. Deputy Chairperson of the Accounts Chamber Irina Gushkan reported that 126 orders were sent to government bodies and other participants in the budget process to take measures to eliminate the identified violations and deficiencies. Financial violations and deficiencies totaling 89.5 million rubles were eliminated and compensated IN total: according to resolutions of the Accounts Chamber Board adopted both in the reporting year and earlier.
The Accounts Chamber implemented tasks in accordance with the approved work plan, on the instructions of the President and the Supreme Council, using various forms of external financial control, such as preliminary, current, and sequential, the report noted. Inspections, analytical activities, and monitoring were carried out. Control covered 424 objects, these are the main administrators of budget funds, state and municipal institutions, commercial non-state organizations that received budget funds.
In particular, control was carried out for compliance with procurement legislation in relation to commercial, state and municipal customers. An examination of the draft republican budget and extra-budgetary fund was carried out, and conclusions with recommendations were sent to the Supreme Council. Conclusions were prepared on the execution of budgets of republican and local significance then. Representatives of the Accounts Chamber took part in the work of committees and plenary sessions of the parliament. A financial and economic examination of 202 bills was carried out, which were sent to the Supreme Council.
Compliance with the norms of Article 19-1 on the republican budget for 2023
The Accounts Chamber announced the results of control measures for compliance with certain provisions of the law on the republican budget for 2023. As Irina Gushkan noted, facts of non-payment of salaries and a single social tax in full by construction organizations were established. Another type of violation is the actual cost of materials is less than indicated in the acts of work performed. Violations amounting to almost 375.5 thousand rubles were identified in total. Construction organizations returned about 218 thousand rubles during 2024.
Implementation of the state program for the acquisition of housing for orphans
The Board discussed the implementation of the state program for the acquisition of housing for orphans. The Accounts Chamber examined the residential premises provided to this category. It was noted in the report in addition that the program does not provide for an increase in the number of people in need of housing. 1186 people were on the waiting list to receive their own housing as of 2024. It was stated in the course of the Board that the program does not take into account the increase in the cost of one square meter of housing. A case of resale of state-provided housing by orphans was also revealed.
This problem needs to be solved, according to the Chairman of the Supreme Council Alexander Korshunov.
The Accounts Chamber recommended that the Government consider the possibility of implementing the state program for the acquisition of housing for orphans at the expense of ownerless property. Thus, 122 ownerless property objects were recorded in the republic in total as of December 1, 2024, of which 48% are used. 64 objects are not used, 45 of which are possible for use, the Accounts Chamber notes. Work was not carried out to identify and account for ownerless property for 817 objects – these are Rybnitsa district (801 households), Rybnitsa (12 apartments) and Dnestrovsk (4 apartments). The Chairman of the Supreme Council expressed the opinion that the heads of state administrations and district city councils need to step up their work on ownerless property in order to speed up the process and effectively use this property.
Control in terms of organizing meals
The Accounts Chamber summed up the results of the implementation of control in 2024 in terms of organizing meals. Significant amounts of shortages and surpluses of food products were recorded in one day of inventory, the technology of cooking dishes is not followed, there are significant leftovers after meals. The most striking example is the Victoria camp: waste after breakfast and lunch amounted to 229 kilograms or 40% of the total number of dishes in one day. For Dubossary camp – over 50 kg or 22%, for the Dnestrovsk school No. 2, waste is 36 kg or 21% and other objects.
The Chairman of the Supreme Council Alexander Korshunov noted in his speech that information about surpluses and large waste is present in the reports of the Accounts Chamber every year. Therefore, it is necessary to make a consolidated decision both in terms of food consumption, and in terms of the menu, and other issues. There should be a centralized decision by the Government Resolution for each department, Alexander Korshunov considers.
Discussing this issue, the Chairman of the Government Alexander Rosenberg reported that in the near future the Government will adopt a resolution that will regulate the organization of food in educational institutions.
Cooperation with the Supreme Council
The Chairman of the Supreme Council thanked the management and staff of the Accounts Chamber for the work done and aimed at further cooperation with government agencies. Alexander Korshunov proposed to develop a "Strategy for the Development of the Accounts Chamber", a similar document is in force in the Russian Federation. The speaker announced the areas of activity in terms of improving legislation.
Speaking about the control measures carried out by the Accounts Chamber, the Parliament Speaker emphasized that the work of the fiscal authority does not lead to the closure of enterprises. The audit is aimed first of all at finding errors, analyzing economic activity and preserving the resources of the republican and local budgets.
The economic policy committee chairman Viktor Guzun thanked the management and staff of the Accounts Chamber for their professional and competent work. The parliamentarian noted that the Committee is satisfied with the interaction and level of cooperation with the department. The Chairperson of the Accounts Chamber Svetlana Izmestyeva noted in conclusion of the Board that the control body carries out both control and expert-analytical activities. The main emphasis for several years has been on expert-analytical activities, which are not always expressed in specific figures of violations, but rather provide an opportunity for a more comprehensive approach to considering issues, noted Svetlana Izmestyeva. The goal is to develop specific proposals for solving problems, including one of the important tasks is improving regulatory frameworks.
Svetlana Izmestyeva expressed gratitude to the Supreme Council, the Government, and other government and administrative bodies for their interaction and understanding of the issues raised by the Accounts Chamber.
