Parliamentarians heard reports on the execution of the consolidated budget in 2021 at the plenary session today, as well as the budget of the Unified State Social Insurance Fund.
The deputies noted after the report on the execution of the consolidated budget that 2021 was an extremely difficult year for the republic. The state continued to provide assistance to its citizens in the fight against coronavirus infection. It financed hospitals, paid bonuses to doctors with special working conditions, and purchased all the necessary medicines. More than 300 million rubles were allocated from the republican budget within the framework of the healthcare system for the implementation of measures to prevent the spread of coronavirus infection for these purposes. 145.5 million rubles of these for salaries and additional payments were allocated for doctors who worked with COVID patients, and 127 million rubles for the purchase of medicines. Additional funds were allocated for these purposes from local budgets.
The Ministry of Finance recorded a significant increase in revenues from the single customs payment in 2021 compared to 2020 despite the difficult epidemiological situation. So, last year they amounted to almost 400 million rubles.
Almost all revenues planned for 2021 were transferred to the republican budget. The Head of the State Budget Service of the Ministry of Finance Yana Zabirchenko spoke about this at the plenary session of the Supreme Council of the Pridnestrovian Moldavian Republic. This is more than 2 billion 210 million rubles. Indicators were growing in almost all areas of industry last year, despite the COVID restrictions. With the exception of electrical and building materials production, where a slight decline was recorded. The state economy continued to work, the budget was replenished with tax and non-tax payments.
As for agriculture the area of sown land has increased by a quarter in the republic in 2021. Most of them are under cereals and leguminous crops.
As representatives of the Ministry of Finance noted, the actual receipt of payments for 2021 increased compared to the same period last year and amounted to 116.45%.
However, as far as entrepreneurial and other income-generating activities are concerned, revenues decreased by almost 5%. Experts attribute this to a decline in business activity due to the pandemic, as well as a decrease in revenue from paid services from the Ministry of Health.
In 2021, financing of the main programs and funds continued in Pridnestrovie. So, for example, work on the Capital Investment Fund was financed in the amount of more than 380 million rubles.
Also, within the framework of today's plenary session, the parliamentarians heard a report on the execution of the budget of the Unified State Social Insurance Fund. The main part of his expenses, said Alevtina Bereza, director of the USFSS, and this is more than 85%, went to pay pensions. Changes were made to the budget of the Unified State Social Insurance Fund four times in 2021. This was due to the April increase in the minimum pension by 5%, an increase in the payment period for childcare benefits (from 1.5 to 2 years), the establishment of allowances for some socially unprotected categories of pensioners, as well as participants in the hostilities to protect the PMR and their widows who have not remarried and some other categories of beneficiaries.
The deputies of the Supreme Council adopted both resolutions of the Parliament on the approval of the reports, taking into account all the comments made by them.
