Results of the activities of the Ministry of Finance for 2023

The PMR Ministry of Finance summed up its activities for 2023. The reporting information was announced by Finance Minister Alena Ruskevich. The online meeting was attended by the President Vadim Krasnoselsky, the Supreme Council Chairman Alexander Korshunov and the Government Chairman Alexander Rosenberg.

The Minister emphasized that their implementation was carried out under the influence of unpredictable factors – an unstable foreign policy situation and an unfavorable foreign economic situation, which seriously affected the activities of many enterprises of the republic, including budget-forming enterprises. The speaker spoke about state support measures, noting that assistance from the state in monetary terms exceeded 140 million rubles. An important aspect: revenues and expenses despite the difficult circumstances significantly exceeded in 2023  those of 2022, when the country was experiencing the consequences of the coronavirus pandemic and the introduction of the economic state of emergency. 

Social obligations in the reporting period were fulfilled in a timely manner and in full. 48 residential premises for orphans and 56 apartments were purchased to support youth, the purchase of 72 apartments was subsidized, indexed deposits of the population were paid, tariffs for the population for utilities were maintained, and treatment of Pridnestrovians abroad was financed in addition to ensuring the payment of salaries, pensions, benefits, within the framework of state programs. Development programs were financed for 740.8 million rubles in Pridnestrovie. This includes repair work and capital construction under the Capital Investment Fund (229 objects), subsidies for soft loans for investment purposes, repairs of 14 land reclamation system objects, subsidies for the delivery of milk of own production, construction of a solid waste landfill, purchase of transport for the fire department, fuel and energy complex enterprises financing.

The Ministry of Finance continued to improve budget and other legislation in 2013. Not related to the republican budget norms were excluded from this law and enshrined in basic laws, in particular. For example, these are additional types and amounts of benefits for orphans and those without parental care. The possibility of settlements in non-monetary forms (in kind) was also excluded. The Minister of Finance focused on the results of the implementation of new tax regimes. The number of individual entrepreneurs working under the simplified taxation system increased from 2158 to 13937 people from December 2022 to January 1, 2024. The total number of individual entrepreneurs operating (including persons involved) was slightly more than 24 thousand people. This is 2.3 thousand individual entrepreneurs more than in December 2022. The dynamics of tax revenues for 2023 increased by 53.2 million rubles (compared to 2022) and amounted to 146.7 million rubles. Tax officials, who were given the authority to conduct test purchases, checked 12231 individual entrepreneurs, identified 1158 administrative violations, and the amount of fines imposed amounted to more than 1.5 million rubles. The most common offenses are the absence and non-use of an online cash register, as well as non-issuance of checks and violation of laws on special tax regimes. Hotline was organized for citizens’ inquiries regarding issues related to the non-issuance of a cash receipt on behalf of the President in March 2024.

Work to improve the legislation on tax regimes continued in 2023. The changes came into force on January 1, 2024 after adoption by the Supreme Council and signing by the PMR President. This means for patent holders eliminating the need to indicate the name of a city or region in a patent, establishing uniform tax payment rates without regional coefficients, and granting the right to self-service car washes to provide services within the patent tax system. A number of new rules have been introduced for those who work under simplified conditions.

The fixed agricultural tax was abolished last year for agricultural producers. 44 agricultural producers switched to paying land tax, tax on the maintenance of housing stock, social and cultural facilities and improvement of the territory of the city (district), and the unified social tax. Additional budget revenues amounted to 53 million rubles. The administration of taxation of agricultural producers was simplified and local taxes and fees were unified, and the law on personal income tax was improved from January 1, 2024. Tax reform attracted an additional 140 million rubles to the budget.

The head of the Ministry of Finance highlighted the interaction of tax, law enforcement and investigative authorities, as well as working contacts with the business community and citizens. There was talk about staffing. The staffing level of the ministry's apparatus is 83%, tax inspectorates - 85%, financial departments - 98%.

The President gave an assessment of the department’s activities after discussing the information presented by the Minister. The work at the end of 2023 was considered satisfactory. The President focused on the fact that the fundamental tasks of the ministry are to ensure that the state fulfills its social obligations to citizens and the financial well-being of the country as a whole. Vadim Krasnoselsky recommended strengthening interdepartmental cooperation and interaction with economic entities and organizations representing their interests.
