The draft law submitted by the Government, introducing amendments and additions to the law "On Employment", was adopted in the first reading during the plenary session. The document was presented by Oleg Fedotov, First Deputy Minister for Social Protection and Labor.
According to the developer, this system for employers can become a convenient mechanism for searching for job seekers, and for a job seeker it is quick and easy posting of a resume, job search, attractive employment opportunities in Pridnestrovie, the completeness and reliability of job data in each region. Currently, more than three thousand unemployed are registered in employment centers. At the same time, about 3800 vacancies remain unclaimed.
The implementation of the measures proposed by the law-in-draft will improve the situation on the labor market and will contribute to an increase in the number of working citizens, according to members of the relevant parliamentary committee. Its chairman Sergey Cheban recalled that certain steps in this direction have been taken earlier. The Supreme Council in September adopted amendments to the law "On Employment". They provide for an increase in payments to citizens dismissed in connection with the liquidation of the organization or with a reduction in its number, as well as a change in the deregistration procedure at the employment center.
When discussing the law-in-draft at a meeting of the relevant committee, it was proposed to provide for the entry into force of the law from January 1, 2020. Deputies believe that the development and implementation of the state information system “Bank of vacancies and resumes of job seekers” takes time. The legislators will discuss these and other issues as part of the preparation of the document for second reading.
To date, the legislation of the Russian Federation provides for the information-analytical system "All-Russian vacancy database "Work in Russia". It is a federal state information system and contains information on employment opportunities, employers, seeking workers, vacancies, citizens seeking work, etc. The system consists of federal and regional segments, as well as subsystems, the list of which is determined by the Russian government. All the services of the portal “Work in Russia” are free for both citizens and employers. In addition to the search for vacancies and necessary workers, the service “Check the employment contract” also works on the portal “Work in Russia”. By filling in a special checklist, you can check the draft employment contract for compliance with legal requirements. Based on the results of the audit, the system “issues” an act of its results indicating the violations identified and recommendations for their elimination. The information-analytical system “The All-Russian Vacancy Database“ Work in Russia” was put into effect in July 2015, and in 2016 he became a laureate of the “Project of the Year”competition in the nomination “The Best Socially Significant Project”.
