A number of legislations discussed and included to the agendas of the regular plenary meetings in the course of the meeting of the Presidium of the Supreme Council. In fact, these are three large blocks of legislations prepared for consideration by the parliament corps by specialized parliamentary committees.
Among the documents submitted by the Legislation Committee is the law-in-draft developed by the government and amending the law “On Alternative Civil Service”. The law-in-draft proposes to clearly define the sphere of activity where citizens of the republic can take an alternative civil service, namely in healthcare, social welfare, housing and communal services organizations subordinate to the executive bodies of state power. In accordance with the current law, citizens have the right to perform alternative civilian services in cases where military service is contrary to their beliefs or religion.
Deputies Galina Antyufeyeva, Vitaliy Kalin, Grigory Dyachenko and Oleg Belyakov sponsored amendments to some legislative acts. They suggest improving the norms of criminal procedure legislation governing legal relations in the field of secrecy of correspondence, telephone and other conversations, postal, telegraphic and other communications. In particular, it is proposed to establish a judicial procedure for obtaining permission to conduct investigative actions related to obtaining information about connections between subscribers and (or) subscriber devices. According to the authors that if it is necessary to remove this information as part of operational-search measures, an appropriate court decision is required. Corresponding changes will be made to the laws “On operational search activity in the PMR” and “On Telecommunications”.
The Committee for the Development of Entrepreneurship and Industry prepared for consideration in the second reading the law-in-draft that proposes to classify hazardous production facilities into three hazard classes, as well as to regulate the frequency of scheduled surveillance activities at facilities recognized as industrial hazardous. Based on this, equipment and facilities that will be classified as hazard class will be checked at least once a year. Objects assigned to class II - once every three years. The same facilities whose equipment will be assigned to class III will not be checked.
The law “On the republican budget for 2019” proposes to fix the procedure and deadlines for the Government to provide reports on state targeted programs. This concerns the programs “Support and Development of Entrepreneurship in Pridnestrovie” adopted for this year for 2019–2021 and “Support and Development of Tourism in Pridnestrovie” for 2019–2026. Their financing is carried out within the framework of the republican budget for the corresponding financial year, through the Entrepreneurship Development Fund.
Lawmakers in the first reading will consider amendments and additions to the law “On State Support of Innovative Activities”. The government proposes to exempt business entities from the provision of documents that the authorized body can receive in the executive bodies of state power through interagency cooperation, as well as provide for the possibility of submitting an application in electronic form.
Members of the Committee on Public Associations, Sport, Information and Youth Policy discussed and recommended that colleagues in the deputy corps adopt the amendments initiated by the government to the laws "On Physical Culture and Sports", "On Perpetuating the Memory of the Victims in the Defense of the Fatherland", "On an Electronic Document and an Electronic Signature ".
