on the main indicators of the activities of the Supreme Council

of the Pridnestrovian Moldavian Republic for 2021

 

The Supreme Council held 44 plenary meetings totally in 2021 (one extraordinary) and 74 meetings of the Presidium of the Supreme Council of the Pridnestrovian Moldavian Republic.

The Supreme Council during the indicated period considered a total of 817 issues, according to which 817 resolutions of the PMR Supreme Council were adopted and signed.

The President of the Pridnestrovian Moldavian Republic signed and officially published 370 laws of the Pridnestrovian Moldavian Republic.

There are a number of new (basic) laws from the adopted in 2021 by the PMR Supreme Council deputies of the VII convocation:

– Law of the Pridnestrovian Moldavian Republic “Regulations of the Supreme Council of the Pridnestrovian Moldavian Republic”;

– Law of the Pridnestrovian Moldavian Republic “On land reclamation in the PMR”;

– Law of the Pridnestrovian Moldavian Republic “On Approval of the State Target Program “Oncology: Improving Cancer Care for the Population of the PMR for 2021–2025”;

– Law of the Pridnestrovian Moldavian Republic “On the republican budget for 2021”;

– Law of the Pridnestrovian Moldavian Republic “On the budget of the Unified State Social Insurance Fund of the PMR for 2021”;

– Law of the Pridnestrovian Moldavian Republic “On approval of the state target program “Preferential lending to citizens of the Pridnestrovian Moldavian Republic who are participants in hostilities to protect the Pridnestrovian Moldavian Republic” and combatants in Afghanistan from April 1978 to February 15, 1989, who became disabled of group I or II of a general disease, labor injury, occupational disease, disease received during military service, disabled of I or Group II for vision "for the period 2021-2026";

– Law of the Pridnestrovian Moldavian Republic “On State Genomic Registration in the Pridnestrovian Moldavian Republic”;

– Law of the Pridnestrovian Moldavian Republic “On Approval of the State Program for the Development of the Mineral Resource Base, Rational and Integrated Use of Mineral Resources and Protection of the Subsoil of the Pridnestrovian Moldavian Republic for 2022–2026”;

– Law of the Pridnestrovian Moldavian Republic “On consumer credit (loan)”;

– Law of the Pridnestrovian Moldavian Republic “On Approval of the State Target Program “Prevention of Viral Hepatitis B and C in the Pridnestrovian Moldavian Republic” for 2021–2024”;

– Law of the Pridnestrovian Moldavian Republic “On Approval of the “Textbook” State Target Program for 2022-2026”.

Other laws adopted by the Supreme Council make changes and additions to the current legislation.

It should be especially noted that many changes in the laws of the Pridnestrovian Moldavian Republic were adopted in connection with the pandemic.

The PMR Supreme Council rejected 25 legislations over the past period.

Authors of legislative initiatives withdrew 59 legislative initiatives.

The Supreme Council of the Pridnestrovian Moldavian Republic received 443 legislative initiatives from the subjects of the right of legislative initiative for consideration during 2021:

- 65 legislations submitted by the President of the Pridnestrovian Moldavian Republic (39 of them - in the mode of legislative necessity);

- 217 legislations - by the PMR Government;

- 12 legislations - by the PMR Prosecutor;

- 2 legislations - by the PMR Supreme Court;

- 2 legislations - by the PMR Arbitration Court;

- 5 legislations - by the Bendery City Council of People's Deputies;

- 3 legislations - by the Tiraspol City Council of People's Deputies;

- 2 legislations - by the Council of People's Deputies of the Grigoriopol region and the city of Grigoriopol;

- 1 law-in-draft - by the Council of People's Deputies of the Slobodzeya district and the city of Slobodzeya;

- 1 law-in-draft - Commissioner for Human Rights in the PMR;

-133 legislations - deputies of the Supreme Council of the PMR.

1247 people applied to the Supreme Council of the Pridnestrovian Moldavian Republic through the Department for Work with Citizens' Appeals and Archives during the reporting period, including:

– 1236 to the deputies of the Supreme Council of the Pridnestrovian Moldavian Republic;

– through the Internet reception of the Supreme Council – 528, 8 of which appeals were left without consideration;

- 11 people did not leave written appeals (according to the journal 40-06).

The leadership of the Supreme Council of the Pridnestrovian Moldavian Republic considered 373 written appeals registered by the Department for Work with Citizens' Appeals and Archives. As a result of consideration, 379 instructions were sent to the committees of the Supreme Council of the Pridnestrovian Moldavian Republic and the Office of the Supreme Council, of which:

• 13 to the Committee on Education, Science and Culture, Public Associations, Sports, Information and Youth Policy;

• 17 to the Committee on State Regional Policy, Local Self-Government and Housing and Public Utilities;

• 122 to the Committee on Legislation, Law Enforcement, Security, Defense, Peacekeeping, Protection of the Rights and Freedoms of Citizens;

• 56 to the Committee on AIC, Industry, Housing, Transport, Construction and Natural Resources;

• 78 to the Committee on Social Policy, Health Care, Labour, Family and Childhood Issues;

• 28 to the Committee on Economic Policy, Budget and Finance;

• 60 to the structural subdivisions of the Office of the Supreme Council of the Pridnestrovian Moldavian Republic.

109 appeals were sent to institutions and departments of the Pridnestrovian Moldavian Republic according to their jurisdiction.

375 responses were sent to the applicants for the past period.

During the reporting period, the working bodies of the Supreme Council of the Pridnestrovian Moldavian Republic held 148 meetings and considered 962 appeals from citizens, of which:

1. Committee on Economic Policy, Budget and Finance: 50 meetings, 60 appeals of citizens were considered.

2. Committee on legislation, law enforcement agencies, defense, security, peacekeeping, protection of the rights and freedoms of citizens: 27 meetings, 681 appeals of citizens were considered.

3. Committee on social policy, health care, labor, family and childhood issues: 20 meetings, 108 applications of citizens were considered

4. Committee on Agro-Industrial Complex, Industry, Transport, Construction and Natural Resources: 17 meetings, 69 appeals of citizens were considered

5. Committee on education, science, culture, public associations, sports, information and youth policy: 19 meetings, 15 appeals of citizens were considered

6. Committee on Regional Policy, Local Self-Government and Housing and Public Utilities: 2 meetings, 26 applications of citizens were considered

7. Commission on Foreign Policy and International Relations: 3 meetings

8. Commission on mandates, regulations and parliamentary ethics: 10 meetings, 3 appeals of citizens were considered
