The initiators of the hearings were the deputies of the Supreme Council. Deputies during the information hour had the opportunity to ask questions to Deputy Chairman of the Government, Head of the Ministry of Economic Development Sergei Obolonik. Deputies were interested in why many earth-roads are in an unsatisfactory condition and have not been serviced for a long time, which is the reason for this situation. The Minister of Economic Development was asked questions about what is the mechanism of control on the part of the Government, how commissions are formed that assess the condition of the roads and from what the cost per square meter of the roadway is formed.
The Chairman of the Supreme Council summed up the hearings. Alexander Korshunov focused on those moments that need to be taken under control. Funding was the first point that Alexander Korshunov drew attention to. The Speaker recalled that when considering the law "On the Republican Budget for 2021," both the specialized committee and the deputies of the Supreme Council, in interaction with the heads of state administrations, with the deputies of city and regional councils, said that the Road Fund should not be reduced. Moreover, there is an increase in the cost of inert materials and the cost of work.
The second problematic point, to which Alexander Korshunov drew attention, is pricing. The Head of Parliament considers that the Audit Chamber needs to check the pricing of road works, their profitability and all the components that form the cost part. The third point that must be kept under control is the procedure for examining roads before repair measures and after work performed.
The Speaker of the Parliament noted that draft Resolution of the Supreme Council will be prepared, following the hearings. The document will be submitted for consideration at the plenary meeting, which will be held on the 23rd of June.
