The first results of work on the budget

15.12.2020

According to the chairman of the Committee on Economic Policy, Budget and Finance, Viktor Guzun, the most important thing is that when working on the the law-in-draft "On the Republican Budget for 2021", the deputy corps managed to find a common understanding with the government. The budget for the next year was adopted balanced. This means that all obligations under socially protected articles that the state undertakes will be fulfilled in full and on time. Funds for these purposes are provided in the budget.

Such caution in forecasts is primarily due to the situation in which the enterprises of the republic find themselves. Restrictive measures due to the pandemic so far have a negative impact on the work of economic agents. If stability in foreign economic activity remains and the enterprises do not cut production volumes, the forecast parameters that are laid down in the budget today will be fulfilled.

The next year's budget provides for certain development programs. Two new funds will start working in Pridnestrovie: the Agricultural Development Fund and the Land Reclamation Development Fund.

The land reclamation development program is one of the priority areas that will be implemented next year. Funds for the restoration of the land reclamation system of the republic will also be included in the agricultural development program. The Entrepreneurship Development Fund and other programs aimed at supporting enterprises will continue to work.

All targeted state programs related to medicine will continue to work next year. These are HIV prevention and treatment, immunization, oncology. In addition, a new state target program to combat hepatitis will start working in Pridnestrovie starting from the new year.

Another area to be implemented next year is a program to support young families. The budget has allocated 12 million rubles for these purposes. Young families who work in state institutions will be able to receive support from the state and purchase housing.

The MPs supported the proposal that in 2021 the funds aimed at indexing Soviet deposits will increase. Deputies propose to increase the year of birth of people who can claim this monetary compensation. Today, those who were born before 1945 are entitled to receive monetary compensation. Within the framework of the second reading, the Supreme Council and the Government will have to make a consolidated decision on how old this increase should be.

The situation in which today is not only Pridnestrovie, but most of the countries of the world is associated with a pandemic and so far has not changed dramatically. In this regard it will also be necessary to raise funds to combat COVID in 2021. The budget for next year includes funds in the amount of 9.3 million rubles to form a reserve for the health care system. This money will be used depending on how the situation develops.

One of the important decisions of the deputy corps was the increase in the amount of funds that will be sent to the Road Fund. This area will be allocated 30 million rubles more than planned in the original version of the law-in-draft.

According to Viktor Guzun, an important result of the adoption of the budget in the first reading is that the budget is balanced according to socially protected items. All these articles are secured with funds, and the state will fulfill its obligations in full.
