The specifics of local problems

The next meeting of the Chairman of the Supreme Council Alexander Korshunov this time with the deputies of the Grigoriopol City Council was held as part of the 39th session. The agenda includes a number of topics, after which consideration the communication continued in the “question-answer” format. It revealed a lot of problems on the ground. At first glance, they seem private, however, as the discussion has shown, the issues raised touch upon various areas and are relevant for many villages of the republic.

The village of Butory. Sponsors have allocated firewood for lonely pensioners, but there is no one to unload it. There is only municipal Spetsavtohohozyaystvo” in the area, which is involved in garbage collection. If you conclude an agreement on the delivery of firewood, this will not solve the problem - the economy is not able to help everyone. The Head of the village administration spoke about this with pain. For the same reason, from year to year it is becoming more and more difficult to solve issues of improvement. One of the solutions to these problems may be to attract those who are registered in the employment center to socially useful work.

Today in the Supreme Council this topic is actively discussed. Many deputies consider that the problem of employment, including temporary, can be solved not by increasing the size of payments to unemployed citizens, but by retraining them.

According to the Deputy Oleg Leontiev, who represents the interests of residents of the district No. 9 "Central" of the city of Grigoriopol in Parliament, the introduction of one or two additional staffing units in the village administration would help with the problem. Another option is the creation of a housing and communal services in the village. In this regard, local deputies were interested in the issue of licensing construction works.

According to the Speaker, the problem must be solved comprehensively, considering all the options. As for the licensing of construction works, the Speaker said that at the last plenary meeting of the Supreme Council amendments were made to the law “On licensing of certain types of activities”. Now, for organizations providing services in the field of construction, it is not required to obtain a license to carry out work not related to the creation, modification or demolition of structural elements of buildings and structures. For example, finishing work will not be subject to licensing. As for laying the foundation, erecting walls, installing roofs, here the state is firmly in the position of the need to obtain a license, because it is about the safety of people.

The problem is of a different in Bychok  - money for street lighting is allocated from the local village improvement fund, but recently there are not enough funds. There are more and more retirees, and young people are leaving.

According to Alexander Korshunov, two new funds will operate in Pridnestrovie next year to address pressing issues, including those listed during the session: a fund for stimulating and developing territories of cities and regions and a youth support fund. Republican budget has allocated funds for these purposes.

On the eve of the elections, another raised question is also relevant: how to establish a clearer interaction between passport offices and village administrations. The current simplified mechanism allows a person to register and check out in one place.

This is a matter of close cooperation and it will certainly find its solution. It turned from a private issue to a general one. On November 29, 2020, a single voting day will be held in the republic. As explained by the Head of the CEC Elena Gorodetskaya a lot of preparatory work is ahead. In fact, it has already begun and is associated with changes in the electoral law - optimization of the number of deputies and adjustment of polling stations throughout the republic. In addition, innovations will affect the preparation of campaign materials, the procedure for using photos by candidates, and some others. In March, the constituency formation scheme should be approved. In April-May, according to Elena Gorodetskaya, it is planned to coordinate the composition of the territorial election commissions of cities and regions, in the summer it is necessary to form district election commissions for the election of deputies of the Supreme Council of the 7th convocation. Throughout the year, training will be held for members of territorial, district, precinct election commissions.
