31.07.2018

The Government of the Russian Federation submitted to the State Duma draft laws that equalize state and non-governmental organizations in the sphere of rendering social services. This is reported by the website of the Ministry of Finance of the Russian Federation.

The purpose of the laws, developed by the Ministry of Finance is to improve the quality and accessibility of public services in education, healthcare, social protection, employment, physical culture and sports. The law-in-draft "On the state (municipal) social order for the provision of state (municipal) services in the social sphere" presumes the holding of joint competitions between non-governmental and state institutions for rendering services to the public. According to the Ministry of Finance, this approach encourages state organizations to improve the quality of provided services.

In addition, the law suggests the introduction of certificates that will give people the opportunity to independently choose organizations that provide public services. This measure will allow non-governmental institutions to refuse charging fees for services in the sphere of additional education, which will expand the choice for citizens. The law-in-draft creates a legal framework within which competitive selection of executors of state and municipal services can be conducted.

There is activity in Pridnestrovie on improvement of public services quality. The Supreme Council on July 4 adopted in final reading amendments to the law "On the organization of the provision of public services". The author is the President Vadim Krasnoselsky.
