The inability to purchase housing is one of the main reasons for the outflow of qualified personnel from health care, education and the power block. Such situations are characteristic of many countries. According to Prime Minister Alexander Martynov, in order to resolve this issue, it is necessary to coordinate a fiscal and monetary policy in order to create conditions under which it would be possible for young families to purchase their own housing.

Deputies of the Youth Parliament took an active part in the preparation of the law-in-draft on supporting young families and young professionals. A number of proposals by young parliamentarians were included in the Government legislation. The document provides for two scenarios. The first is the allocation of subsidies for the purchase of housing in the amount of more than 10 thousand US dollars, depending on the composition of the young family. This subsidy is paid at a time. The second option involves connecting the banking system to this project. The state helps the young family pay off the mortgage that the family takes in one of the banks.

Young families can be recipients of the state subsidy if one of the spouses is not 35 years old in the next three years. The age limit for the category of the youth was raised from 30 to 35 at the initiative of deputies of the Supreme Council Committee on public associations, sports, information and youth policy. In addition, over the past three years, young people should not have any housing.

If these conditions are met, the recipient of the subsidy will be able to contact the head of the authorized body with an application for subsidy and receive certificate confirming the right to a subsidy. After that, a young person will be able to contact the bank, in which they take a loan. The bank concludes a tripartite agreement between the authorized body, the bank and the recipient. Then, housing is selected and a mortgage loan agreement is concluded. After the mortgage loan agreement is concluded, it is sent to the state authority, and there the recipient will be able to write a statement on the monthly transfer of payments on the mortgage in repayment of mortgage loan.

The law-in-draft establishes priority sectors, as well as the mechanism for terminating the contract in case of dismissal of an employee from the sector. It is assumed that the amount of the subsidy for a family without children will be 10 thousand dollars, with one child - 12 thousand, with two or more - 14 thousand US dollars.

At the first stage, the contribution will be within 15%, of which part will be paid by subsidies, and part by the borrower.

For example, if housing costs $ 15 thousand, then at an interest rate of 10% per annum the conditions of the down payment from the borrower will be about 770 US dollars (this is 12 600 PMR). The remaining funds will be transferred monthly within $ 100 (1635 rubles) for 10 years. It should be noted that this loan is issued in PMR rubles and is not connected with the dollar.

Work on this law-in-draft continues. It is planned that by the end of August the document will be sent for consideration to the Supreme Council.
