It is proposed to increase the expenditures of the budget of the current year in terms of financing the Capital Investment Fund. The money is needed to eliminate the consequences of the torrential rains that took place in July and August. A number of social facilities were damaged in Tiraspol, Bendery, Grigoriopol district, Slobodzeya. Roof repairs must be carried out in schools, kindergartens and other municipal institutions. The deputy corps will have to make the appropriate changes to the law on the republican budget-2021 in the final reading at the plenary session, which is scheduled for September 15.

 

It is proposed to extend the tax incentives for organizations in the apparel and footwear industry until 2022. The Supreme Council on September 15 at a plenary session will consider law-in-draft with amendments to the law "On additional measures aimed at stabilizing the PMR economy". Reduced coefficient of 1.05 is applied to the income of enterprises from sewing products from customer-supplied raw materials at present. The drop in demand for finished products, violation of the delivery time of raw materials, instability of external markets, as well as the presence of a number of restrictive measures in connection with the pandemic seriously affect the operation of enterprises. According to the Government, the industry still needs government support due to its dependence on imported raw materials and serious competition in foreign markets.

 

Another type of activity is proposed to supplement the special tax regime - the patent taxation system. Chairman of the Committee on Economic Policy Viktor Guzun came out with a relevant legislative initiative. The law-in-draft proposes to allow patents to repair bicycles, scooters, including those with an electric motor, baby carriages, vehicles for the disabled. This, according to the Head of the profile committee, will create conditions for the development of entrepreneurial activity, including small business in the Pridnestrovian Moldavian Republic.

The Supreme Council will consider amendments to the law "Special tax regime -  patent taxation system" at the next plenary meeting.

 

The Supreme Council will consider amendments and additions to the laws "On road safety", "On the militia" and the PMR Code on administrative offenses in the second reading at the plenary session, which will be held on September 15.

We are talking about the examination of drivers for the state of alcoholic, medicines or toxic intoxication. A group of deputies of the Committee on Agro-Industrial Complex, Industry, Housing and Utilities, Transport and Construction proposed to consolidate the rules for this procedure at the legislative level. The initiative of the deputies provides for the use of devices to determine the fact of alcohol consumption by the driver right on the spot.

In case of suspicion of medicines or toxic intoxication of the driver, the traffic militia officer will send him for examination to the healthcare organization. It is assumed that this rule will come into force on January 1, 2022. The money for the purchase of special devices for traffic militia officers will be included in the state budget for 2022.

 

The Supreme Council will consider amendments to the law "On some additional state measures aimed at minimizing the negative impact of external economic factors" at one of the next plenary sessions in the first reading. A group of deputies of the Committee on the agro-industrial complex proposed to expand the list of construction amnesty objects.

The owners of such houses will be given the opportunity to register construction or redevelopment without submitting an architectural project. Measures of administrative responsibility will not be applied to them. The requirements for the safe operation of facilities must be met in this case.
