Pridnestrovians elected their representatives to the Parliament of the VII convocation on the 29th of November, 2020. Only 33 people instead of 43 because of the optimization of the number of deputies of the Supreme Council. The parliamentarians continued the vector of development of the republic set in previous years. The main laws for the first year of the work of the deputies in the VII convocation concerned the economy and social policy.
Tax incentives continued to operate for organizations of the footwear and clothing industry this year. A reduced coefficient of 1.05 is applied for them to income from services and work on tailoring products from customer-supplied raw materials. This privilege has been valid in the republic for several years. Government support especially helps to keep the footwear and garment workers employed in the pandemic, when sales markets have closed and production indicators have decreased.
Those who work in enterprises after graduating from the dual training system will have advantages. The rate of the unified social tax for them will be halved - from 25% to 12% from January 1, 2022. The same tax credit will apply to mentors. The Supreme Council adopted the appropriate amendments to the law "On the unified social tax and compulsory insurance contribution". 9 organizations of secondary vocational education and about 30 industrial and agricultural enterprises were involved in the dual education system in Pridnestrovie in 2020. Students are taught 18 professions and specialties. The dual training model makes it possible to guarantee the provision of enterprises with qualified personnel.
This year in the Supreme Council was remembered for the laws on increasing salaries and pensions. The task to raise the standard of living was set by the President of the Pridnestrovian Moldavian Republic. Pensions have increased from 5 to 11% since April 1, were increased by age from 660 to 693 rubles. There are allowances for seniority. Their size depends on how many people have worked in excess of the period required for calculating the retirement pension.
Since May 1, the salaries of public sector employees and monetary allowances for military personnel and persons equated to them have been increased.
- The remuneration of employees of state institutions has been increased by 4%, where the structure has already been optimized according to the pilot project and the salaries have increased;
- the salary of employees of other budgetary organizations increased by 8%;
- the limits on the salaries of servicemen, employees of the Ministry of Defense, Peacekeeping Forces of the Pridnestrovian Moldavian Republic and employees of the State Service for the Execution of Punishments of the Ministry of Justice have increased by 10%.
Due to the increase in the size of the estimated level of the minimum wage when calculating monetary allowances, payments became higher for pensioners of law enforcement agencies.
From May 1, the period when young parents receive a monthly childcare allowance has been extended. 1067 rubles (110 minimum wage) and 776 rubles (80 minimum wage) are charged until the child reaches 2 years of age, before the payment was received up to 1.5 years.
Starting next year, the size of the main lump-sum benefit paid at the birth or adoption of a child will increase - from 1862 to 2134 rubles. The lump sum allowance for women registered with medical institutions in the early stages of pregnancy will be doubled, the payment will amount to 242 rubles.
In addition, the law on the payment of compensation for food to disabled children who, for health reasons, cannot attend educational institutions was adopted. From January 1, 2022, they will receive monthly payments in the amount of 45 minimum wage (437 rubles). Such state support has not been provided before. Only the benefit children who did not eat in schools and kindergartens during the quarantine period received monetary compensation or a food set.
Laws have been passed to support large families. If a family buys housing for the first time, then they receive a benefit - 104 thousand rubles of income is not taxed. The amount was increased by 3 times for large families. Income of 312 thousand rubles from January 1, 2022 will not be taxed. You need to submit the necessary documents to the tax office and the accounting department at the place of work to get the benefit.
The deputies supported the initiative of the PMR President that the large families retain the status and benefits if the children switched to full state support, for example, they study at the Suvorov School or the cadet corps. The adopted changes are signed by the President.
The state helps young families. Public sector professional under the age of 35 can receive a government subsidy to buy a home. The category of recipients initially included doctors, teachers of kindergartens, schools and organizations of secondary vocational education, officers of the Armed Forces, district militia officers of the Ministry of Internal Affairs, certified employees of the penal system of the Ministry of Justice. The state subsidy is a significant support for families with a low level of income. The relevant ministry began to receive applications from other categories of public sector employees in demanded professions. The list of recipients was expanded during the year, it added nursing staff, pedagogical workers of the day care center for children with severe developmental disabilities, as well as teachers of additional education organizations, employees of libraries and cultural centers.
The Supreme Council supported a number of laws to improve investment attractiveness. If an investor is ready to additionally invest in expanding his own business in Pridnestrovie and increasing production volumes, the state will increase the period for granting benefits. Today, there are three categories of investments for which benefits are provided, depending on their amount. It was not possible previously to change the conditions originally prescribed in the contract.
The state has been working over the past years to increase the tourist attractiveness of Pridnestrovie.
Amendments to the legislation to popularize domestic and inbound tourism have been adopted, thanks to which tourist organizations can receive soft loans, for example, for the purchase of camping equipment and other funds. This will help improve the quality and expand the range of services to attract tourists, the parliament is confident. The state subsidizes 6% of the loan, the economic agent pays 3-4% per annum.
The Supreme Council along with this adopted changes to the state program for the support and development of tourism. They are aimed at creating new Wi-Fi zones to attract foreign tourists and local residents. The budget for this year included funds for the installation of new road information signs of the main Pridnestrovian tourist attractions and routes.
The deputies adopted the law to support transport workers who serve socially significant routes. People from remote villages cannot get to regional centers. Amendments have been adopted to provide state assistance to carriers.
After appeals from voters, the Parliament amended the law “On drinking water supply in the PMR”. It relates to the conclusion of a contract for the maintenance of a water meter. It is not required for owners of water meters now. The law stipulates that this is a right, and not an obligation to conclude an agreement and pay a monthly service fee.
The Supreme Council introduced a kind of amnesty for the tax payment for the removal and disposal of household waste. There are conditions. All debts on tax payments for the removal of solid household waste will not be collected, provided that the contract for the removal of solid waste will be concluded by the end of this year. Those who do not conclude an agreement will have to pay all the accumulated debt.
Owners of private houses will be able to register a construction or redevelopment without paying a fine until the end of 2022. The construction amnesty was extended for private houses built before 2021 in compliance with safety requirements.
