The Government Chairman reported to the Parliament on the work done in 2022

21.06.2023

Alexander Rosenberg divided his report on the work of the Government in 2022 into several large blocks. First of all, socio-economic. For the post-COVID 2022, the Ministry of Economic Development of the Pridnestrovian Moldavian Republic predicted GDP growth, an increase in industrial output and stabilization of inflationary processes. However, foreign policy circumstances intervened. Producers within the republic have lost most of their sales markets, and logistics has been disrupted. Export enterprises have suspended their activities. Inflation began to rise as a result. According to the data announced by the Government Chairman to parliamentarians, the average price level in 2022 increased by 13.2%. This is the highest since 2011. The republic faced restrictions in the supply of natural gas in the fall. State of emergency in the economy was introduced in Pridnestrovie on October 21, 2022.

The so-called airbag was formed - more than 137 million rubles together with the Supreme Council. Some development programs were suspended because of this, state expenditures were taken under strict control, during the year they were reduced within the budget parameters several times. All this allowed the state to timely and timely fulfill its social obligations to pay salaries to state employees, as well as pensions and benefits. Increase pensions by 5%, allowances by 10% and raise the level of salaries for some categories of state employees from the new year in February of this year, when the situation has stabilized.

The Government Chairman devoted a separate block to development programs. One of the main programs in this area is the Capital Investment Fund. The fund was financed by 209 million rubles last year, more than 115 million rubles were allocated for capital repairs. The estimate included 123 institutions.

The Government Chairman touched upon the healthcare system in his report, housing and communal services, education, culture and sports. Alexander Rosenberg focused on the high level of interaction with the relevant Committees of the Supreme Council and with parliamentarians, including in working order.

Deputies asked the Government Chairman questions at the end of the report. So, for example, parliamentarian Andrey Safonov was interested in the situation in the field of entrepreneurship after the transfer of many types of activities to a simplified taxation system. Not only the growth of tax revenues from entrepreneurs are recorded in the republic, replied the Government Chairman.

The Speaker of the Parliament raised the topical issue of housing for orphans and children left without parental care.

The government will send a detailed response with updated data to the Supreme Council in the near future.

Chairman of the Committee on Education, Science, Culture, Public Associations, Sports, Information and Youth Policy Igor Buga asked clarifying questions on the information provided in the Government's report. Since September 2022, are all educational institutions connected to the Electronic Journal system or do they work in this system? Everything is connected indeed, Alexander Rosenberg answered. However, work in this direction continues. There are nuances, he added, that need to be addressed, including by making some changes to the current legislation.

The chairman of the profile Committee on social policy, health care, labor, family and childhood issues spoke about the decline in the birth rate in the republic and what it could lead to.

Deputy Andrei Safonov expressed his comments. He emphasized that the republic needs to maintain the social orientation of the work of both the Government and state policy in general in order to maintain domestic political stability.

The Government is ready to work and cooperate in any direction, according to the Chairman of the Government. Ways out of this difficult situation will have to be sought jointly. Money must first be earned in order to then be directed to various expenditure items. Alexander Rosenberg thanked the deputies for their opinions and for the fact that, thanks to joint work, it is possible to solve many problems. Speaker Alexander Korshunov summed up the result.

The Prosecutor of the Pridnestrovian Moldavian Republic Anatoly Guretsky spoke about the productivity of joint work with the Government in 2022. The interaction algorithm has changed dramatically for the better. However, there were also a few remarks.

Taking into account the proposals made, the draft Resolution of the Supreme Council of the Pridnestrovian Moldavian Republic “On hearing the report of the Government on the results of its activities for 2022” will be finalized by the Parliamentary Commission on mandates, regulations and parliamentary ethics. It will be submitted for adoption by the Supreme Council at the next plenary session, which will be held on June 28.
