The first meeting of the highest executive body in the current year was held. The chairman of the Committee on Economic Policy, Budget and Finance Alexander Korshunov took part in its work.
Opening the meeting, Prime Minister Alexander Martynov commented on the tasks for this year, which the President set the day before the government bodies.
In this regard, he instructed within two weeks to prepare a government work plan for this year, taking into account the proposals of public activists, to increase executive discipline, to strengthen the interaction between the structures of the executive branch of government, local state administrations.
Members of the Government after that proceeded to the discussion of the agenda of the meeting that for the most part consisted of legislations that would later be sent to the Supreme Council for consideration.
In connection with the passing of the law “Special tax regime - self-employed persons” by the deputy corps last year, the government proposes to impose a state duty in the amount of 1 MW on this category of businessmen for issuing a certificate for implementation by the tax authorities on April 1 (the law enters into force) one or more types of business activities.
There are situations in which the car owner needs to receive only one new license plate instead of lost or unusable. For the provision of this service, the current legislation establishes a state fee in the amount of 30 MW. It includes the cost of paired state license plates per vehicle. Going to meet the numerous requests of car owners, the government came out for less payment of state duty for issuing one license plate number.
The government proposes to expand the list of persons who are entitled to draw up administrative protocols for violating the rules for the control of quarantine, especially dangerous pests of plants, weed plants, at the expense of law enforcement officers. The Code of Administrative offenses punish for this. In addition, the law-in-draft developed by the government on the consideration of such cases is proposed to be transferred from the State Supervision Service of the Ministry of Justice to administrative commissions under state city administrations.
The government developed amendments to the Housing Code. They propose to increase from three to five years the limitation period for debt collection for utilities and utilities services. As part of the discussion of this issue on the agenda, the importance of the law-in-draft was noted by the head of government.
The total amount of debt exceeds 150-160 million rubles, there are about 20 thousand defaulters. Many of them do not pay their bills for years, and the procedure for collecting debt from them is multistage and sometimes stretches over years.
