As chairman of the Renewal faction, head of the Committee on Economic Policy, Budget and Finance Alexander Korshunov informed colleagues, 25 amendments were received in the period between the second and third reading of the draft budget for the next year.
In the course of the meeting of the parliamentary committee on economic policy, budget and finance, which was held on the eve of the meeting, government officials discussed milk subsidies with government representatives. Members of the responsible committee consider it appropriate to keep it at the level of the current year - 50 kopecks per liter of milk supplied, and increase its size, subject to financial feasibility, from 2020. The last time the state paid subsidies to milk producers in 2004. At the same time, it is planned to allocate 3.9 million rubles from the budget for the centralized acquisition by the state of online cash desks for the full implementation of laws adopted by the Supreme Council in September of this year, which reform the tax system for individual entrepreneurs.
One of the most important and positive aspects of the prepared for the third reading draft budget 2019 is balance in socially protected articles. This, first of all, means the timely and full payment of wages to public sector employees.
Details of the draft capital investment program for the next year were discussed in the course of the meeting. We agreed to support the option that was presented during the parliamentary hearings held in the Supreme Soviet last week on Thursday. Once again, the subject of discussion was the search for funds to strengthen the dams, the implementation of some items of the road repair program with funding from the Road Fund.
Today, in the second, final reading, the deputies will also have to adopt law-in-draft on the republican budget of the Unified State Social Insurance Fund. The deputies agreed with the adoption of the amendment by the President to increase the minimum pension by 7 percent - from 616 rubles to 660 rubles. At the same time, at the beginning of next year, the joint work of the responsible committee of the Supreme Council on social policy and the relevant department represented by the Ministry of Social Protection and Labor to find a more equitable mechanism for calculating pensions depending on the length of service is planned.
Members of “The Obnovlenie” (Renewal) faction decided to support the legislative initiative of Sergei Cheban, aimed at social support for large families. We are talking about clarifying the concept of “large families” in relation to stepchildren and stepdaughters. Such families need to go through the adoption process in order to be eligible for communal benefits: from 20% to 50% (depending on the number of children). In this case, this process takes place in court. The Prosecutor of the PMR and the Supreme Council receive appeals from citizens asking them to minimize the number of certificates collected.
