In search of parity

Traditionally, on Tuesdays, members of ’The Obnovlenie” gathered for a meeting. Their implementation contributes more detailed study of legislations of great importance to the state and society. One of them proposes amendments and addenda to the Code of Criminal Procedure. Previously, it was adopted by deputies in both the first and second reading. At a plenary meeting on October 16, the deputies decided to leave the law-in-draft in the second reading. After that, a number of conceptual amendments were received from the prosecutor's office of the republic.

It is well known that earlier in connection with the creation of the Investigative Committee at the legislative level, the powers of the prosecutor's office were significantly reduced. Deputies of the Supreme Council of the sixth convocation through the adoption of relevant laws, the prosecutor’s office returned most of the functions.

Members of the faction considered law-in-draft relating to amendment of certain provisions of the law “On the Regulations of the Supreme Council”. It was about the possibility for deputies, as subjects of the right of legislative initiative, to present their opinions on a particular law-in-draft both in the form of formulated amendments to them and in the form of comments and suggestions, on the basis of which amendments can subsequently be prepared.

The issue of adjusting articles of the Code of Administrative Offenses (CAO) regarding the increase in penalties for exceeding the maximum permissible standards of air pollution, burning foliage and others was also debatable. Deputies considered implementation of the law on environmental protection, conclusion of agreements with specialized enterprises for export by subscribers, fulfillment of the functions prescribed by it, payment of the so-called garbage tax.

His colleague Vadim Kravchuk considers that the demand for air pollution should come from industrial giants, saving on environmental safety and not equipping production equipment with expensive filters, than from ordinary citizens burning foliage. Members of the faction supported the deputy in this, noting that responsible officials of legal entities should be subject to penalties to a greater extent, rather than the legal entity itself.

Parliamentarians during the discussion of this issue cited numerous examples of stubble burning, smelting at the Litmash plant, located in a residential district of the capital, and the lack of proper monitoring of environmental law violations by responsible public services.
