Budget Planning

According to tradition, on the eve of the plenary session of the Supreme Council, members of “The Obnovlenie” parliamentary group  are going to discuss issues on its agenda. They discussed government proposals for adjusting the parameters of the republican budget for this year. In accordance with the cost estimate of the capital investment fund for the current year, 1.3 million rubles will be allocated for the purchase of three buses with a capacity of at least 8, 16, 24 seats, respectively. A bus with 24 seats was supposed to be purchased for the municipal institution “Center for Social and Psychological Rehabilitation of Children with Special Needs of Life” located in Dubossary (a large-scale reconstruction is underway under the capital investment program). During the tender organized by the Ministry of Social Protection and Labor, the above institution requested to reduce the declared number of seats to 18. This will make it possible to purchase a GAZ bus of this year with a three-year warranty. The request was justified by the fact that this vehicle, by its characteristics, fully meets the needs of the institution. The deputies decided to satisfy the request of the government.

On September 1, 2019, Olympic reserve school was opened in Tiraspol (a similar educational institution existed until 1992). In addition to the educational process, his students (138 people) are actively training to defend the sports honor of Pridnestrovie in international competitions. Nonresident provided hostels equipped here. Training is conducted in 12 sports, the school has a special diet. It is clear that the law on the budget for this year did not provide for the costs of its maintenance. It is in connection with this that the need arose to adjust the budget for 2019. Before the end of the fiscal year, it is required to find 2.7 million rubles in the treasury for the functioning of the school of the Olympic reserve. One million will be taken from the capital budget at the expense of liquidated school No. 4, the remaining funds will need to be provided for in the law on the republican budget for 2019. Next year, the new institution will need 12 million rubles.

Supporting the proposal to allocate additional funds from the budget, members of the faction, however, pointed out to the representative of the government, Deputy Prime Minister Stanislav Kasap, who took part in its meeting, the inadmissibility of future practice when a decision is made, implemented, and then deputies are forced to fix it on the legislative the level of what is called, after the fact.

At the end of the discussion of this issue, the chairman of the faction Petr Pasat made a proposal to organize a meeting of the parliamentary majority with the President. The last such dialogue took place a year and a half ago, since then much has changed. The deputies of the faction were instructed to prepare questions for inclusion on the agenda of the meeting with the President.

The deputies also plan to hear information from the government on the implementation of the republican and local budgets for the first 9 months of this year. According to information received by the Supreme Council, 15 million rubles were received from the introduction of new tax regimes for individual entrepreneurs in excess of the plan in the form of taxes. However, there is no holistic picture of how much the state earned in three quarters; therefore, there is no way to redistribute over-planned revenues.

Some members of the faction during the meeting once again expressed dissatisfaction with the implementation of the state program for the execution of voters' orders. Deputy Prime Minister Stanislav Kasap informed members of the faction about the upcoming meeting of the heads of the ministries of economic development, finance, the head of the capital’s state administration, which will be dedicated to the implementation of voters' orders in Tiraspol.
