Members of “The Obnovlenie” (Renewal) parliamentary faction in the course of traditional meeting, headed by Peter Pasat, discussed the most significant issues on the agenda of today's plenary session.
Proposed by Deputy Oleg Vasilatiy amendments to the law "On drinking water supply" caused ambiguous discussion. Their essence is in the establishment at the legislative level of the obligation for consumers to install hydrometers at their own expense. According to the author of the law-in-draft, at the initial stage there are no administrative sanctions envisaged for non-compliance with this legal norm. The legislative initiative was supported by the government.
Deputies Vadim Doni, Ilya Vasiliev, Grigory Dyachenko pointed to the unpopularity of the proposed variant of saving resources. As the main argument, they resulted in a low level of income of the population, the possibility of social discontent with a legislative measure that is imperative. Many members of the faction pointed to the incommensurably high cost of water metering devices, which are certified in our republic, in comparison with neighboring countries. Consumers have no right to buy other models of meters for installation outside the republic. Opponents of the author of the legislative initiative, in particular, deputy Vadim Kravchuk proposed not to oblige consumers to install meters, but to increase water tariffs for those who consume it without a meter.
Colleagues also suggested that the water supply organization sell and install meters for the population in installments. The author of the legislative initiative informed the faction colleagues that they will initiate public hearings on this issue in the near future.
The legislative initiative of Galina Antyufeeva, which proposes to amend the law "On additional material support for the citizens of the PMR for outstanding achievements and special merits", was also discussed. We are talking about Pridnestrovian citizens registered in other states receiving a pension there, but residing in the republic on the basis of a long registration (over a year). According to the estimates of specialized specialists of such citizens, there are 38 people. The author of the law-in-draft proposes to pay them additional material security for outstanding achievements and special merits, the so-called "for the Order". Currently, it is available to receive the right only to those citizens of the PMR who receive a pension under the legislation of our republic and permanently reside on its territory. The basic law was amended in 2016, preserving the "order" surcharges to the pension, in the event of termination of its payment to citizens in accordance with the law of the PMR, due to the fact that they switched to the pensions of a foreign state. However, a number of citizens of our republic have registered registration at their place of residence (permanent residence) in a foreign country, for example, in the Russian Federation. In the same place they are put on the pension account. In fact, they live in a long-term registration (over 1 year) in the territory of the PMR, have its state awards. In these cases, these citizens do not have the right to receive additional material security for the possession of Pridnestrovian state awards. In this regard, Galina Antyufeeva proposes to introduce amendments to the current legislation aimed at providing such citizens with "medal" payments, if they temporarily (more than one year) reside in the territory of our republic and are recipients of a pension under the legislation of a foreign state.
Some members of the faction, who took part in the discussion, motivated two points to disagree with the legislative initiative. The first, pensioners who have a residence permit in the same Russia, receive monetary compensation of benefits (the so-called monetization). The second, a large deficit of the Unified State Social Insurance Fund. According to the data provided, last year, additional payments for state awards amounted to 34 million rubles. Every year this amount increases.
