Setting the Agenda for Parliament

12.11.2019

One of the legislations submitted for consideration by the deputies concerns amendments to the law “On licensing of certain types of activities” proposed by the Government.

The legislative initiative was developed with the aim of state regulation of the activities of agencies that provide employment services for Pridnestrovians outside the republic. According to its authors, the reliability of information posted on the Internet and in print media about the possible amount of earnings in other states today is not guaranteed. This may harm the rights and legitimate interests of citizens of the republic.

At one of the regular plenary sessions, deputies will consider law-in-draft submitted by the Government, introducing amendments and additions to the law "On Employment". This document will be discussed by parliamentarians in the second reading. It is proposed to supplement the current law with a norm providing for the creation of the state information system “Bank of vacancies and resumes of job seekers in the republic”. This database will contain information on the availability of jobs and vacancies, as well as a summary of people who are looking for work.

According to the developers, for employers this system can become a convenient mechanism for searching for personnel, and for the applicant it is quick and easy posting of a resume, an opportunity for employment in Pridnestrovie, the completeness and reliability of data on vacancies in each region. Currently, over 3 thousand unemployed are registered in employment centers. At the same time, about 3 thousand 800 vacancies remain unclaimed.

The implementation of the measures proposed by the law-in-draft will improve the situation on the labor market and will contribute to an increase in the number of working citizens.

The next plenary meeting of the Supreme Council is scheduled for November 27.

When discussing the law-in-draft in the course of the meeting of the relevant committee, it was proposed to provide for the entry into force of the law from January 1, 2020.

In addition, by a decision of the Presidium, the law-in-draft was added to the agenda of one of the regular meetings of the Supreme Council, supplementing the norms of the Housing Code. The initiator of the adoption of amendments was the Deputy Chairman of the Committee on State Regional Policy Anton Onufrienko. The need for amendments to the Housing Code has arisen due to the fact that there is still no clear division of responsibilities for the repair of communal networks of heat, water, gas and electricity networks that run around the perimeter of the house. Often there is a situation when a road passes over a stretch of land under which water pipes or heating mains are laid. In order to change the pipe, you need to remove the asphalt, dig a hole, and then restore the road. All this is a burden on the residents of a single cooperative.

This law-in-draft will be considered at the plenary session of the Parliament in the first reading.
