The President proposed to increase the size of the sum for the birth or adoption of a child from 1862 to 2134 rubles. It is proposed in addition to increase the allowance for women registered with medical institutions in the early stages of pregnancy up to 242 rubles. The new norms of the law are planned to be introduced from January 1, 2022. Another legislative initiative of the PMR President concerns large families. The President proposes to keep the status of "large family" for those families whose children are fully supported by the state. This will enable such families to preserve the entire package of social support. The deputy corps will discuss all three socially significant initiatives of the President in a week, on November 17.
It is proposed to extend the provision of the law "On state support of young families for the purchase of housing" to teachers, library staff and workers of cultural centers from 2022. The Government came out with a legislative initiative to expand the category of recipients of subsidies for the purchase of housing. The deputies will consider the amendments to the law at a plenary session on November 17.
The deputies corps at the same plenary session will consider changes to a whole package of laws. The changes relate to public services that are provided in electronic format. Today we are actively developing the "Electronic Payments" information system. Its launch will make it possible to pay for services by bank transfer. In this case, you do not need to submit receipts. It is proposed to change this norm and give citizens the right to choose a form of calculation that is convenient for them.
The Prosecutor of the PMR proposed to change the procedure for obtaining a building permit. We are talking about cases when construction is planned near multi-apartment residential buildings. According to the current legislation, a permit for such construction can be obtained only with the consent of the residents of high-rise buildings. However, in some cases, even if there is a construction project, the developer does not receive permission to implement the project from the tenants. In this case, the developer loses money. The new version of the law will indicate that the general meeting of apartment owners in a residential building will agree to both design and construction at the same time. This, according to the author of the initiative, will reduce the risk of unjustified financial losses for developers. The Supreme Council will consider the legislative initiative of the Prosecutor at a plenary session on the 17th of November.
