Ownership doesn’t matter if management is weak

The most significant issues on the agenda of the upcoming plenary sessions were considered in the course of “The Obnovlenie” (Renewal) faction. Work continues on improving the system of collecting fees for garbage collection from owners of private households. Currently, it is possible to conclude an agreement for provision of this service with specialized organizations or individual entrepreneurs. In case this is not done, a tax payment is charged, which is higher than the fee at the conclusion of the contract. New amendments to the law "On payments for environmental pollution and use of natural resources" suggest that in cases where the owner concludes an agreement for provision of services for the collection and removal of garbage in the absence of spelled out in the household, the payment for the export of municipal solid waste should not charged, it must be of zero rate.

Memebers of the faction who spoke in the debate stated that in such cases they receive many complaints from voters. The position of the majority of deputies was capaciously formulated by a member of the faction Vadim Kravchuk with a simple phrase - “the garbage is made by persons, and the records are kept according to registration”. Thus, the payment for the removal of solid waste is proposed to be connected to the subject of payment, and not to the object.

Deputy Anton Onufienko proposed another law-in-draft on this topic introducing administrative liability in relation to specialized enterprises that unreasonably refuse to conclude an agreement on the export of solid waste and refer to the absence of those prescribed in the private sector. He was supported by faction colleagues.

Discussion of the issue of changes and additions that the government proposed to make to the state program of denationalization and privatization for 2018-2019 was debating. Only five of the 53 state-owned facilities have been privatized. The executive authorities explain this by the acute shortage of professional appraisers in the state structures, who are called upon to assess the enterprises before putting them on sale. In this regard, the Government proposes to attract independent appraisers from the well-known Russian audit company for this. This will require 2.6 million rubles. On this occasion, memebers of the faction expressed an objection, noting that there are specialists of this kind in Pridnestrovie.

Concerning to sell / not sell objects of state property, opinions were also expressed different.

The privatization law-in-draft presents enterprises of several groups: which intend to sell 25% of the shares, who want to sell controlling stakes owned by the state, as well as those that only have to go through the stage of privatization and become open joint-stock companies, and then put up for sale .

In order to preserve labor resources, members of “The Onbovnelnie” faction voted for reduction from 1.7 to 1.05 of the coefficient when working with the customer-supplied raw materials for the clothing and footwear industry. Those, in turn, must fulfill the condition: the average annual increase in the average wage of the main production workers (seamstresses and workers directly involved in the production of footwear) must be at least 7% annually.
