There is something to discuss

The agenda of today's plenary meeting includes more than three dozen issues. The most important ones at their meeting on the eve were considered by members of “The Obnovlenie” faction.

One of the first items on the agenda was law-in-draft with amendments and additions to the law on the republican budget for the current year. It is assumed that a lot of changes will undergo a capital investment program. In this regard, the Government received a large number of amendments relating to both specific objects and the "transfer" of funds from one address to another.

A special topic of discussion by the faction members was the work of the largest taxpayer - the Moldavian Metallurgical Plant. If last year it was the main donor of the consolidated budget, then in this production volumes fell, and it lost the lead to the Moldovan State District Power Plant. According to the results of 9 months of 2019, it increased by 6% the volume of electricity sales, primarily, outside the republic.

It is impossible not to take into account the fact that at one time MMP received loans from commercial banks to start production, which must be repaid. Without the help of the state, and the state enterprise, you can not do. It is possible that the tax burden will be reduced to maintain the plant.

A decrease in the volumes of production and sale of metal products will not only lead to a decrease in cash inflows to the plant, but negatively affect the volumes of electricity supplied to MMP by Dnestrenergo. Thus, Dnestrenergo, which receives money for the transportation of electricity, will also suffer losses.

Participants in the meeting of “The Obnovlenie”parliamentary faction agreed with the opinion of the deputies of the relevant committee, proposing to reject the law-in-draft initiated by the Government, which provides for the creation of the Public Chamber apparatus. It is proposed to leave the situation unchanged when the Presidential Administration is engaged in the material and technical support.

The same fate will most likely befall the legislative initiative, which is intended to free the unions from the provision of financial statements.

At the end of the meeting, members of the faction spoke negatively about the Regulation “On the Procedure for Issuing a Certificate on the Presence of a Personal Subsidiary Farm in Pridnestrovie”, which came into force on September 3 this year. The document provides for the provision of such a certificate for each type of retail sale of agricultural land by retail owners. In order to receive it, an impressive amount of documents must be provided to local administrations. Members of the faction believe that this leads to excessive bureaucratization of the process of filling the local market with domestic agricultural products.  

The result of discussions on this issue will be the appeal of the faction to the Government with a proposal to cancel the validity of this document. If this is not done, the deputies intend to initiate a deputy request for a broader discussion of this issue.
