Regular meeting of the Presidium of the Supreme Council of the Pridnestrovian Moldavian Republic took place today. The parliamentarians decided on the date of the next plenary session and supplemented the agenda of the next plenary session, which is scheduled for this Wednesday, July 5.
The deputies will consider in the first reading a new law for the republic "On the Fund for Capital Investments in the Pridnestrovian Moldavian Republic" this week. A group of parliamentarians submitted it to the Supreme Council for consideration. The deputies plan to establish in the bill at the legislative level the rules for the functioning of the Capital Investment Fund, the sources of its formation and implementation mechanisms, the rights and obligations of state customers of the objects of the Capital Investment Fund. The document was created taking into account the fact that the Capital Investment Fund has been successfully operating in Pridnestrovie since 2018. The directions of its work are annually planned in the law on the republican budget, and the costs of major repairs, reconstruction and construction of infrastructure facilities of the republic are prescribed in the composition of the republican and local budgets. However, the legislation does not currently regulate the amount of funds that can be used to finance work under the Capital Investment Fund. Deputies propose to fix the amount of up to 2% of GDP. The law-in-draft contains other important points.
Parliamentarians will consider in the first reading this Wednesday the draft resolution of the Supreme Council "On approval of the Forecast of socio-economic development of the Pridnestrovian Moldavian Republic for 2024" and plan to approve another draft resolution of the Supreme Council, which provides for amendments to the State program for the execution of orders of voters for 2023. The Supreme Council will consider amendments to the law “Special Tax Regime – Simplified Taxation System” in two readings. The amendments provide for the mitigation of existing norms and the simplification of the procedure for the return of individual entrepreneurs to the simplified taxation system and the transition to a different taxation regime. It is planned to adopt in two readings the amendments to the law "On measures of state support for economic entities of the Pridnestrovian Moldavian Republic in connection with the negative consequences of external factors". The changes relate to the payment of a vignette fee for vehicles for personal use, which are imported into the territory of Pridnestrovie.
The deputies will consider initiatives prepared for adoption in the first and second readings by the Legislation, Social Policy and Education Committees. The parliamentarians plan to adopt amendments and additions to the laws “On state registration of legal entities and individual entrepreneurs in the PMR”, to the Forest and Criminal Procedure Codes in the second final reading.
Parliamentarians will consider in the first reading this Wednesday the initiative to introduce amendments and additions to the Civil Code, amendments to the laws “On banks and banking activities in the PMR”, “On the procedure for conducting inspections in the exercise of state control (supervision)”, “On the budget system in the PMR” and a number of other legislative initiatives.
As for the next plenary session, at the suggestion of Chairman of the Pridnestrovian Supreme Council Alexander Korshunov, it will take place next week, on July 12. Parliamentarians will consider amendments to the laws “On advocacy and advocacy in the PMR”, “On state pension provision of citizens in the PMR”, as well as amendments and additions to the Civil Procedure Code and the Code of Administrative Offenses and other legislative initiatives among other things. The final plenary session of the 5th session of the 7th convocation of the Pridnestrovian Parliament will take place on July 12.
