For the convenience of people and to speed up the process of providing public services

The rule that will free citizens from providing receipts for payment of public services to state authorities will come into force from the 1st of March, 2022. The Supreme Council of the Pridnestrovian Moldavian Republic adopted amendments to the relevant laws in the course of the plenary online meeting on the 17th of November. First of all, the innovations were initiated for the convenience of people and speeding up the process of providing public services. The fact is that those who applied must provide a receipt for payment to the state authority when ordering any certificate now. Even with the operation of the Public Services Portal, which implies online ordering of a certificate and online payment, confirming payment documents are sent to the authorities, after which the public service is carried out.

“The existing practice has a number of inconveniences for citizens-applicants, as it requires an additional visit to the authority and the provision of a document that confirms the fact of payment for public services. The confirmation of this fact is the basis for the beginning of the work of the authority to provide public services. In addition, this practice imposes an additional task on government officials to verify the documents confirming payment”, said the official representative, First Deputy Minister of Digital Development, Communications and Mass Media Alexander Dimitroglo at the online plenary meeting.

Work is underway in the republic now to create the "Electronic Payments" state information system. It will allow you to track the status of the payment online. There will also be an opportunity to pay for public services on the spot through QR codes and POS terminals, which are planned to be located in administrative buildings. The classic payment option will also remain - at the cash desks of banks. Thus, the applicant will have the right to choose the form of payment. At the same time a person will not need to provide receipts for payment to the authority thanks to the new system.

“The Committee on Legislation considered legislations, there are only 16 of them. They are all identical – aimed at creating convenience for citizens in obtaining public services through the “Electronic Payments” system. The legislations received positive opinions from the subjects of the right of legislative initiative”, said the Vice-Speaker of the Parliament, Head of the profile committee Galina Antyufeyeva.

The deputies of the Supreme Council adopted amendments to 16 specialized laws in the course of the plenary online meeting in two readings at once. The legislations were sent for signature to the President of the Pridnestrovian Moldavian Republic.
