The Remote Document Flow

24.03.2021

The law "On Electronic Document and Electronic Signature" has been in effect in Pridnestrovie since 2017. It provided the legal conditions for the use of digital data, determined the rights and obligations of individuals, including individual entrepreneurs, legal entities, government bodies in electronic interaction. The coronavirus pandemic has given a new impetus to the development of digital information exchange.

Electronic document flow is expanding at the legislative level. The Supreme Council has legislatively secured today the ability of Pridnestrovians to send an electronic application to the registry office. Based on such a digital statement, the time will be determined when a person can appear with the necessary documents. The adopted amendments to the Law "On acts of civil status" were sent for signature to the President. It will be necessary to develop a legal act of the Government regulating the procedure for sending applications with an electronic signature by means of the PMR Public Services Portal. It will also be possible to receive in electronic form a repeated certificate of state registration of a civil status act, for example, in case of loss.

In addition, courts will now be able to issue executive documents in electronic form. They must be signed with an enhanced qualified electronic signature. If technically possible, the court independently decides in what form to issue a document for debt collection. The law will come into force after being signed by the PMR President and officially published.

Earlier, the Supreme Council adopted the law that allows electronic submission of applications to state control and supervision bodies for unscheduled inspections. Digital applications must be signed with an enhanced qualified electronic signature, which will eliminate the submission of anonymous electronic applications.
