Rybnitsa is one of the largest industrial, educational and cultural centers of the republic. The city is not in vain called the northern capital of Pridnestrovie. More than a thousand enterprises and organizations contribute to the development of the city and the republic. For her great contribution to the establishment and development of the economic, social and cultural potential of the republic, Rybnitsa was awarded the medal “For Labor Valor”, the Order of Labor Glory and the Order of Honor.
Today, Rybnitsa was visited by the Chairman of the Supreme Council, Alexander Korshunov. This is the second visit of the head of the legislative body to the northern capital this year. The speaker attended a session of the local Council of People's Deputies. Communication with Rybnik deputies continued the circle of meetings between Alexander Korshunov and the people elected in the cities and regions of the republic. The Chairman of the Supreme Council has already visited Kamenka, Dubossary, and Slobodzeya. According to the speaker, a dialogue in this format allows to tell local deputies about the decisions adopted by the Parliament, as well as get acquainted with the issues and problems of voters in cities and regions.
First of all, Alexander Korshunov told Rybnitsa deputies about the directions of financing the next year’s budget. The document was adopted yesterday in plenary in the first reading.
The Head of the legislature spoke about possible external risks next year. The negative imprint on the execution of the republican budget may leave uncertainty regarding the transit of natural gas through the republic, as well as the fact that Moldova plans to introduce the second stage of the double checkpoint system at the Kuchurgan checkpoint.
Speaking about the main financial document of the republic, the speaker of the parliament dwelled on some priority areas of financing next year. First of all, in 2020 there will be a fund to support young families. The state will support their acquisition of their own housing.
Next year, the implementation of the capital investment fund program will continue. In 2019, 7 million rubles were allocated for the repair of facilities through the program in the Rybnitsa district. Next year they plan to increase the amount to 12 million.
For the first time next year, the Territorial Development Fund will be launched. Amounts pledged in the amount of 12 million rubles. These funds should go to the improvement of cities and villages of the republic.
It was noted during the session that this year the revenues of the Rybnitsa budget increased by 2 million 821 thousand rubles.
The session in Rybnitsa was attended by deputies representing the interests of the city residents in the Supreme Council: Vitaliy Kalin, Vadim Kravchuk, Yakov Galak, Valentin Matveychuk and Vasily Kunitsky.
According to the Chairman of the Supreme Council Alexander Korshunov, providing the regions with the opportunity to use super-revenues will stimulate their development. For the first time this year, cities and districts that worked as a plus were able to spend on themselves 10% of over-planned revenues. The speaker noted that the issue raised by the deputy Vadim Kravchuk could be discussed in the second reading of the draft budget for next year.
The program of deputies from Rybnitsa has been positively noted. Last year, a similar program operated at the local level. This year, the Rybnitsa City Council also sent funds for these purposes - about 14 thousand rubles for each district.
In the framework of the meeting with Rybnitsa people's deputies, the issue of optimizing the number of the deputy corps was discussed. The Chairman of the PMR Central Election Commission Elena Gorodetskaya recalled that a single voting day in the republic will be held on November 29, 2020. The interests of Rybnitsa residents in parliament will be represented not by 7, but by 5 deputies of the Supreme Council. The meeting discussed the prospects of enlarging single-member districts for the election of deputies of the district council.
The Head of the CEC informed the deputies of the amendments to the Electoral Code adopted since the previous election of deputies. Requests and proposals of the people's representatives were heard during the dialogue.
