Amendments that regulate the issuance of loans to agricultural enterprises and small and medium enterprises from the State Reserve Fund were made to the Resolution of the Supreme Council. This was necessary so that the business entities of the republic, which received soft loans by means of the fund, could take a deferral of payment of the body and interest of the loan. Until now, this right was only for agricultural enterprises. Now this will also affect other economic agents who have found themselves in a difficult situation due to restrictions caused by the emergency and quarantine regime.
It was decided to extend the state support measures that were in force during the state of emergency. All authorities for three months have been actively working on support measures that were aimed at different categories of our citizens: entrepreneurs, poor citizens, people who need help in the context of restrictive measures and quarantine. The emergency ended. However, the state decided to extend quarantine. Since a number of restrictions still apply, the support measures that were developed and adopted by the Supreme Council and applied exclusively to the duration of the emergency will also apply to the quarantine period.
This applies to the work of cinemas, various circles and sections. Individual entrepreneurs who cannot resume their work due to the preservation of quarantine measures have the right to continue to receive monetary compensation in the amount of 1647 rubles per month. The state will continue to support enterprises that have not yet begun work. Families in which children are entitled to reduced-price meals in institutions that have not resumed work will also continue to receive food packages or compensation for them.
Deputies in the course of the plenary meeting, adopted amendments to the law "On Procurement in the PMR" in two readings. This law has been in force since the beginning of this year and so far applies only to 5 organizations included in the pilot project. This is due to the fact that the transition from the old procurement scheme to the new one is associated with a number of technical and organizational difficulties. At the same time, state institutions should continue to work stably, without violating the usual rhythm. Therefore, as early as last year, it was decided to include in the project state institutions in stages. Starting July 1, 2020, all economic agents of Pridnestrovie should have started procurement on the basis of the new law. However, the Government proposed to extend the pilot projects until the end of the year.
All other state business entities will take over the leadership of the law “On Procurement in Pridnestrovie” from January 1, 2021.
This is an example of how the law should work. The saved money remained in the state and was directed to other purchases.
