The activities of livestock peasant farms are permitted only outside the city or village

05.03.2025

Land plots located in populated areas and provided for personal subsidiary farming, for housing or other construction, cannot be used for conducting peasant (farm) enterprise in the field of animal husbandry. The Supreme Council adopted in the final reading the corresponding amendments to the legislation. This means that entrepreneurs must move their operating farms outside the city or village.

If the land is not used for its intended purpose, but for conducting peasant farms in the field of animal husbandry, then entrepreneurs will be fined. The amount of the penalty is from 200 to 300 minimum wages (3680 - 5520 rubles).

There would be no need to amend the legislation if there were no problem in cities and villages, when entrepreneurs buy residential buildings or "abandoned" buildings in rural areas to keep large numbers of livestock (cows, pigs, etc.). Unpleasant odors, unsanitary conditions, rats and insects cause great inconvenience to local residents living next to such farms. The legislations initiated by Supreme Council Deputy Oleg Petrik are designed to solve the problem at the legislative level and maintain a balance of interests between entrepreneurs and residents. The amendments were made to the Land Code, the Law "On Peasant (Farm) Enterprises" and the Code of Administrative Offenses. The deputies voted for them taking into account the amendments of the Committee on Agro-Industrial Complex, Transport, Construction and Natural Resources. The amendments stipulate that entrepreneurs who run peasant farms in the field of animal husbandry on plots provided for personal subsidiary farming, housing or other construction have a preferential right to receive land plots within the area where they carry out their entrepreneurial activities. The size of the plots must be sufficient to comply with veterinary and sanitary rules for keeping animals. The regulatory legal act defining the boundaries and area of land for transfer to entrepreneurs must be developed by the Government by the 17th of September.

The amendments adopted in 3 laws will enter into force on the 17th of September after signing.
