Economic entities are experiencing difficulties now due to the situation around Pridnestrovie and changed logistics, price instability as a result. This is the main pain point of the republic's economy. The Government Chairman Alexander Rosenberg spoke about this when answering questions from deputies of the Supreme Council. There is an outflow of personnel in the social sphere. According to the Chairman of the Government, it is necessary to change the attitude towards the size of wages in budgetary organizations in the fields of education and healthcare. It was noted at the plenary session that work on finding funds for these purposes will be carried out jointly with the Supreme Council.
Consolidation of the efforts of the authorities was observed in 2020 and 2021 to combat the coronavirus and the effects of drought. The state fulfilled its social obligations to pay salaries, pensions, and benefits despite the pandemic and unfavorable climatic conditions for agriculture.
Speaking with a report, the Chairman of Government spoke about the work aimed at combating COVID-19. 306 million rubles were allocated from the budget for these purposes last year, half of this amount was directed to allowances and additional payments to medical staff. Money was allocated for the issuance of cash compensation and food packages to beneficiary students, as well as for payments to individual entrepreneurs.
The Chairman of the Government spoke about supporting the agricultural sector. Irrigation water was supplied at a reduced preferential tariff (70 kopecks), which has been in effect for several years. Thanks to this, agricultural producers were able to increase the area of irrigated land by 13.3%, said Alexander Rosenberg. Soft loans were provided. 22 loans were issued for a total amount of 5.3 million Euros for investment purposes in the field of agriculture in 2021.
Alexander Rosenberg focused on the main advances in the field of digitalization related to the improvement of the provision of public services, the operation of electronic document management. The Chairman of the Government spoke about the work in the field of roads, housing and communal services, the operation of housing programs, as well as the implementation of the Capital Investment Fund program for the repair of social facilities - schools, kindergartens, hospitals, clinics.
The deputies of the Supreme Council asked interesting questions. Vadim Levitsky, representing the interests of residents of the metropolitan district number 31 "Krasnodonsky", asked about the possibility of directing the residual funds in the local budget at the end of the year to socially significant objects of Tiraspol, the education sector in particular. It is important in this matter to find a compromise solution. It is necessary in this situation to provide more opportunities on the ground, the Chairman of the Government considers. Tiraspol, which is a non-subsidized city, will be able to direct the rest to the needs of the city in this way. At the same time, the state must understand where the costs will be directed, Alexander Rosenberg emphasized.
Parliamentarian Vadim Kravchuk raised the issue of providing benefits to pensioners living alone for garbage collection, use of an elevator, housing and communal services, which are provided for by law.
The Government intends to discuss this issue in detail with the Supreme Council.
The topic of the outflow of personnel was raised by the Head of the Education Committee Igor Buga. The deputy was interested in the availability of a reserve to minimize the problem. According to Alexander Rosenberg, the Government will also work jointly with the Supreme Council on this issue in order to find a source of funding to solve the personnel problem in the public sector. Deputies, expressing the opinion of voters, spoke about the need to increase the size of pensions. Parliamentarians asked questions on the interaction of agricultural producers and beekeepers, on the problem of exporting agricultural products.
President Vadim Krasnoselsky was interested in the stage at which the creation of a digital state land cadastre. Work in this direction is carried out by the Ministry of Agriculture. The main goal is to solve the issue of rational use of land.
Further, the deputies of the Supreme Council gave the floor to the Heads of the Prosecutor's Office and the Accounts Chamber, who focused on the results of inspections in terms of compliance by the Government with the norms of the law when making decisions.
