Increasing the size of pensions and social benefits, developing the healthcare system, supporting agriculture, economic challenges and preparing for the energy crisis at the end of the year. The Chairman of the Government of the Pridnestrovian Moldavian Republic Alexander Rosenberg reported to the deputies of the Supreme Council on the results of the activities of the supreme executive body of state power for the past year.
2024 was declared the Year of Family and Family Values in Pridnestrovie. As part of supporting the institution of the family, the Government initiated several changes to the legislation last year, which were supported by the Supreme Council. Thus, the amount of maternity and childhood benefits, as well as pensions, was increased by 10%from February 2024. The list of categories of recipients of state subsidies for the purchase of housing for young families was expanded once again. 74 certificates were issued and 63 contracts were concluded by the end of the year in total.
Support for orphans continued. Within the framework of the state target program for the purchase of housing for orphans and children left without parental care, 55 people received the keys to their own apartments and homes. The amount of a one-time payment for the adoption of disabled children, children over 7 years old, as well as brothers and sisters was increased 10 times to stimulate adoption at the legislative level. The amount of such payment is 26750 rubles from January 1, 2025.
Systematic work continued to increase the salaries of public sector employees to improve the standard of living of the population of the republic. Salaries of employees of educational and social protection organizations increased by 25% last year. The amount of salaries of employees of the healthcare system increased as part of the pilot project.
Chairman of the Government of the Pridnestrovian Moldavian Republic Alexander Rosenberg noted that the state fulfilled all social obligations in full and on time last year.
The state pays great attention to healthcare traditionally. Expenditures on this sector in 2024 amounted to 1 billion 128.5 million rubles, or 5.6% of GDP. State programs in the healthcare sector continued to operate. 979 patients were referred for treatment abroad. 112 more than in 2023. The Government Chairman emphasized that increased funding for the sector has improved the quality and availability of medical services. More attention should be paid to disease prevention in the future at the same time.
Last year, the economy of the Pridnestrovian Moldavian Republic faced several external challenges. At the beginning of 2024, the Republic of Moldova again tightened restrictive measures. Due to additional customs duties that Pridnestrovian importers are obliged to pay to the budget of Moldova, the losses of Pridnestrovian economic agents amounted to more than 13 million dollars. The blocking of exports of goods from a number of enterprises and the banking blockade remained.
The situation with natural gas supplies to the republic was complicated. Reduced supplies imposed serious restrictions on the activities of enterprises during the heating season. Excess of needs over contract volumes amounted to 10%, which ultimately led to the introduction of a state of emergency.
The volume of industrial production remained at the 2023 level and 15.9 billion rubles at the end of the year. Exports decreased by 1.3%, imports – by 27.4%.
The Supreme Council extended a number of measures of state support for Pridnestrovian economic agents due to the unstable economic situation in the republic last year. A tax reform of the corporate income tax was implemented according to the concept of "One tax – one payment" in addition.
One of the key areas of the Pridnestrovian economy is agriculture. Thus, the state paid 18.6 million rubles as subsidies for milk transferred for industrial processing last year. Another 1.7 million rubles were allocated for subsidies, partially compensating for the costs of purchasing breeding cattle.
Work continued on modernizing the melioration complex. The area of irrigated land increased to 35.9 thousand hectares. The number of pumping stations increased from 52 to 65.
Despite the difficult economic situation, development programs continued to operate in 2024. Work was carried out at 141 healthcare, education, science and culture facilities within the framework of the Capital Investment Fund. The total funding amounted to almost 250 million rubles.
Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov thanked the Government Chairman for the productive joint work of the two branches of legislative and executive power last year.
