The Government legislations are intended to change the procedure for assigning and paying a one-time benefit at the birth (adoption) of a child and a monthly benefit for caring for him until he reaches 2 years of age. The Supreme Council considered the proposed norms and adopted the initiatives in the first reading.
Two laws are being adjusted: "On state benefits to citizens with children" and "On the Unified State Social Insurance Fund of the Pridnestrovian Moldavian Republic". The change in the procedure for paying two types of benefits was commented on by the Chairman of the Committee on Social Policy and Healthcare Sergey Cheban.
The legislations propose in addition to changing the procedure for assigning benefits:
– establishing the amount of a one-time benefit for the birth and adoption of a child in the calculated levels of the minimum wage: for the first child – 586 minimum wages (6270.2 rubles), and for the second – 654 minimum wages (6997.8 rubles). Young mothers receive the same amounts now, only the payment procedure is simplified (in 2025, the benefit amount for the first child is 242 minimum wages (2589.4 rubles) with an increase in this benefit amount by 3680.8 rubles, a total of 6270.2 rubles, for the second and subsequent children – 242 minimum wages (2589.4 rubles) with an increase in this benefit amount by 4406.8 rubles, a total of 6996.2 rubles);
- the amount of the child care benefit up to 2 years is proposed to be made the same for both employed and unemployed citizens. The child care benefit for employed citizens is 121 minimum wages (1294.7 rubles). For unemployed or part-time students, the payment is 88 minimum wages (941.6 rubles), in connection with which the law-in-draft proposes to increase the benefit for this category of mothers by 37% from July 1, 2025, setting the amount at 121 minimum wages. The increase will be carried out at the expense of existing limits. According to Alevtina Bereza, Director of the Unified State Social Insurance Fund, no additional financial resources will be required to implement the new standards, since there is a tendency to reduce the number of recipients of such benefits;
- the Government proposes to accrue the payment of the child care benefit up to 2 years from the date of birth of the child. The payment is received by a young mother after the end of temporary disability leave associated with pregnancy and childbirth (maternity leave). Another innovation proposed by the Government is the possibility of receiving a child care allowance for a child under 2 years of age for one of the parents or a person replacing him/her. This allowance is only paid to mothers for now, and in the absence of maternal care – to fathers, as well as to adoptive parents or guardians if the child is an orphan. The relevant committee will continue to work on the adopted legislations and prepare them for consideration and adoption in the second reading.
