Deputies considered the report of the Ombudsman

The Commissioner for Human Rights considered 527 appeals last year. Checks were carried out for all: the legislation was studied and requests were sent to various authorities. The applicants were given explanations. The report provides information on the observance of the rights of citizens in terms of social, pension and medical security, the rights of people with special needs, the observance of housing, land and other rights.

The Ombudsman paid attention to the new norms of legislation adopted by the Supreme Council last year. For example, you can apply in advance to the social security authorities on the issue of obtaining an old-age pension – a month before the birthday and the onset of retirement age. Thus, citizens can timely receive the right to benefits for paying utility bills and travel in public transport, according to the report.

Vyacheslav Kosinsky participates in the work of the State Interdepartmental Commission for the Provision of Housing for Orphans and Children Left without Parental Care. 39 residential premises were purchased in 2022 under the state program, more than 9 million rubles were allocated from the republican budget for these purposes. The number of orphans waiting for their square meters exceeds 1100 people at the moment. Changes to protect their housing rights were made to the Housing Code. According to the new rules, from January of this year, the state administrations of cities and regions must pay monthly compensation for commercial rental housing if it is not possible to provide them with separate housing or a room in a hostel.

In addition, the report was about the state program for preferential lending of defenders of the Pridnestrovian Moldavian Republic and combatants in Afghanistan from April 1978 to February 15, 1989, who became disabled. Changes were made to this state program, as a result of which the circle of recipients of loans was expanded, which included the defenders of Pridnestrovie and Afghan soldiers who became disabled not only of groups I and II, but also of group III due to a general illness, work injury, occupational disease, received during the period of military service, as well as visually impaired. The program provides that consumer loans are issued by the Pridnestrovian Savings Bank at 17% per annum, of which 13% is covered from the republican budget.

Speaking about the rights of the disabled, the Ombudsman noted that 14711 people with disabilities live and receive labor and social pensions in the republic. 311 people with disabilities were registered in the employment promotion departments of the Social Insurance Centers of cities and regions last year, 35 of these were employed last year.

The Ombudsman emphasized that the country continues to work on creating an accessible environment. Social infrastructure facilities were equipped with ramps within the framework of the state program "Equal Opportunities" for 2019-2022. The state target program is planned to be extended until 2025. Approximately 80 million rubles were allocated for the creation of infrastructure for the disabled from the Capital Investment Fund for 5 years.

Vyacheslav Kosinsky mentioned in his report the support of the state, which was and is being provided to citizens who arrived from Ukraine. 164 foreign citizens who arrived in Pridnestrovie from the territory of Ukraine applied to the territorial Employment Centers to find a job in 2022, 14 of which were employed.

The Ombudsman continued to monitor the situation of non-payment of wages. The State Service of Executors of the Ministry of Justice had 728 enforcement documents for the recovery of wage arrears in the amount of more than 9 million rubles under compulsory execution in 2022. Such executive documents have decreased by almost 23% compared to 2021. Last year, 1 million 670 thousand rubles were collected from debtors.

Appeals related to the implementation of labor rights were considered. 16 of the 28 registered appeals raised issues related to the payment of accrued but not paid wages. 9 of them were found to be justified and positively resolved, they were related to illegal dismissal in 12 cases.
