Money for salaries and pensions will be allocated from the republican budget remaining for 2024

The republican and local budgets remaining as well as target funds formed as of January 1, 2025, may be used to finance the salaries of public sector employees. 

The corresponding law-in-draft on amendments to the law on the republican budget for 2025, developed by the PMR President was adopted today in the course of the plenary session by the PMR Supreme Council in two readings at once.

The state of emergency continues to be in effect in Pridnestrovie due to the lack of sufficient gas. There is no hot water in the houses of Pridnestrovians, heating is at a minimum level. The consequences of the energy crisis and the lack of gas for industrial enterprises that are idle affect the filling of budgets at all levels. Both the republican and local budgets of cities and districts are suffering huge losses. 

The main figures were outlined by the PMR President Vadim Krasnoselsky in his Telegram channel. Thus, the volume of production at the beginning of 2025 decreased by 56% compared to the same period in 2024. The indicators by industry are more catastrophic: a drop in production in mechanical engineering and metalworking by 65%, in light industry by 73.5%, in ferrous metallurgy by 87%, in the chemical industry by 91%. Amendments to the law on the republican budget for 2025 were adopted in two readings at the plenary session of the Supreme Council of the Pridnestrovian Moldavian Republic. Thus, the Government is granted the authority to direct the balances of funds in the accounts of the republican budget as of January 1, 2025, including the balances of funds with a targeted purpose, to cover cash gaps (temporary lack of income in the amounts necessary to finance the next budget expenditures that have occurred), to pay wages during the period of the state of emergency. For example, it is possible to direct 37 million rubles from the Road Fund to social payments, 30 million rubles from the Share Fund, 59 million rubles from the Capital Investment Fund, 11.5 million rubles – the remaining of deductions from the single social tax for improving the equipment of healthcare institutions with medical equipment, furniture and soft inventory, as well as the purchase of specialized medical vehicles for the healthcare industry. These are the largest amounts. The balances of other targeted funds, where the amounts are significantly smaller, can also be used to finance social expenditure items.

The law adopted by local administrations in cities and districts also gives the right to direct the balances of local budgets, including targeted funds, to social payments. The Chairman of the relevant parliamentary committee emphasized that it was possible to pay wages in January and pensions in February thanks to the budget reserves formed in December. Local budgets receive transfers to pay wages in February and pensions for March. Budget funds will be enough to pay wages and pensions in March, taking into account the balances of 2024.

Law-in-draft on adjusting the parameters of the republican budget for 2025 is already being prepared.

The Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov noted that the Government is determining the areas and sections of the economic classification of the budget, where it is necessary to sequester expenses in order to concentrate efforts on paying off the state's social obligations.
